Government purchasing: a double-edged sword

While approaching the end of 2012, Government purchasing has again become a hot topic at many agricultural means of production conferences. Many pesticide enterprises, especially those missing the government purchasing this year, expressed that they will continue to lay great efforts to prepare for the government purchasing battle in 2013, according to CCM’s November issue of Crop Protection China News.

Since the Ministry of Agriculture of China (MOA) released the agricultural subsidy policy on 6 April, 2012, USD254.37 million (RMB1.6 billion) of subsidy has been allocated to 11 winter wheat planting provinces and areas in China to subsidize farmers' use of pesticides and foliar-fertilizers on winter wheat, with total planting area reaching 21.33 million ha. Adding up the subsidies allocated on rice, vegetable, tobacco, cotton, etc., the whole government purchasing capital of agricultural means of production in 2012 is estimated to reach USD317.97 million (RMB2 billion).

Government purchasing is now called as a double-edged sword because it brings both advantages and disadvantages to domestic agricultural means of production industries. As the capital of government purchasing gradually grows in recent years, more and more domestic enterprises are attracted to scramble for the bid inviting of local governments and those enterprises who win the bid enjoy good profit. Take Jiangsu Anpon Electrochemical Co., Ltd. (Jiangsu Anpon), a typical enterprise in domestic government purchasing of agricultural means of production for example, it won the bid of 300 tonnes of pymetrozine in the government purchasing of Jiangxi Province in 2010, valuing USD15.9 million. In 2011, its pymetrozine products again won the government purchasing bid of Jiangsu Province with the quantity of 120 tonnes, valuing about USD6.35 million.

The government purchasing not only benefits the performances of the enterprises who win the bid, but also promotes their products for free. Owing to domestic chaotic pesticide market, domestic farmers with low educational level usually can't tell counterfeit agricultural means of productions from good quality ones. When the government purchases agricultural means of productions for them, they believe that these products from government purchasing are reliable and show great loyalty to the brands of the products when they buy them by themselves.

Moreover, government purchasing not only helps farmers to save a considerable spending on agricultural means of production, but also ensures farmers to use the right pesticides and fertilizers which are the main cores of Chinese Central Government to carry out the policy of government purchasing.

However, except for those enterprises who enjoy benefit from government purchasing, others and those traditional dealers of agricultural means of production, on the other sides, complaint that government purchasing is unfair to some extent and has affected greatly the traditional sales channels of agricultural means of production.

Owing to the cumbersome procedures of the bid inviting, lots of pesticide enterprises lack experiences of preparing bidding materials. As many pesticide enterprises located in different provinces need to travel to other provinces for the bid inviting, they are forced to give up when they find that it is impossible to fetch the materials needed in a short time. In addition to the cumbersome procedures and lots of bid materials needed, the high threshold of the enterprise's registered capital set by local governments is also a big pressure to the pesticide enterprises who want to gain the bid inviting, especially those medium and small sized ones. Some provinces which invite public bidding by provincial authorities only allow large and famous pesticide enterprises to participate in.

Traditional pesticide dealers feel great pressure in government purchasing activities as well. As those government purchased products are distributed to farmers for free, the sales channels of pesticide dealers continue to shrink. Moreover, some of these products will not be used in the right year due to different planting conditions and outbreak conditions of pest and diseases but will be used next year, thus affecting the sales of pesticide dealers.

Although many enterprises complaint about the unfair rules in local government purchasing, they still believe that it represents the third kind of sales channel in domestic agricultural means of production industry. The only way to get involved in the activity is no other than better preparing and actively participating.

What Commercial Opportunities Lie in China’s Chlorpyrifos Market?

China has become the largest production base of chlorpyrifos technical in the world in terms of capacity and output and has been playing a more and more important role in global chlorpyrifos industry. With low price and good quality, homemade chlorpyrifos has marched into global market rapidly since 2006. There is huge increase in the export volume and export value. Some domestic producers have made breakthrough in exploring overseas market.

Although chlorpyrifos production technology level in China is still far behind that in developed countries and the supply of chlorpyrifos from domestic manufacturers still focuses on technical supply, as well as they still have lower profit level than oversea counterparts do, China has made great progress in the production technology of chlorpyrifos after years of development. Fortunately, with the release and implementation of Industrial Policy for Pesticide Industry, the most important national regulation that guides the development of China's pesticide industry, the production of chlorpyrifos is expected to become increasingly concentrated and competition inside chlorpyrifos industry will be more and more intense. Large scale producers such as Nanjing Redsun, Zhejiang Xinnong, etc., will become more and more competitive thanks to their advantages in production technology and sales channel.

What is the production capacity of China’s chlorpyrifos? How many of them are exported to overseas market? What is the supply and demand situation nowadays? What is the future development trend of China’s chlorpyrifos industry?

All answers can be found out in CCM International’s third edition report of “Production and Market of Chlorpyrifos in China”. Presenting an in-depth analysis of China’s current chlorpyrifos market and future trends, this report attaches importance to the following parts:

New Regulations on Pesticide Management to Be Released

Disclosed by Mrs. Wu Zhifeng, Deputy Director of the Institute for the Control of Agrochemicals, Ministry of Agriculture (ICAMA), during the 3th Environmentally Friendly Pesticide Formulation Processing Technology and Production Equipment Exchange Meeting held on 24-25 April, 2012, the new pesticide management policy, namely Regulations on Pesticide Management, is about to be released in the near future, based on CCM International’s latest issue of Crop Protection China News.

As the last revised version of Regulations on Pesticide Management carried out from 29 Nov., 2001 no longer keeps pace with the great development of domestic pesticide industry in recent years, Chinese government started to amend this version in 2010. After about two years' amendment, the new version of the policy is expected to be released in the second half of 2012.

Despite some large revisions which have been exposed to the public when the Legislative Affairs Office of China State Council released a draft for seeking opinions on Regulations on Pesticide Management on 21 July, 2011, some more new information about the coming policy has been disclosed by Mrs. Wu during the meeting this time.

According to Mrs. Wu, the coming new policy maintains the framework of management system in the existing policy which includes registration management, production permission, sales permission (on highly toxic pesticides) and standardization system. Aiming to further regulate domestic pesticide industry and ensure domestic food security, reversions are made based on the framework to further perfect the policy.

The former two large modifications made in 2011, namely cancelling the temporary registration of pesticides and setting up the license system of pesticide business, are now formally written into the new policy. Cancelling the temporary registration and further standardizing the process of pesticide registration are to further emphasize pesticide safety, the effectiveness evaluation of pesticides and higher investigation requirements. Setting up the license system of pesticide business aims at a better management of pesticide dealing, especially highly toxic ones.

The new policy will further strengthen the management after registration and carry out more new policies to restrict the use of some pesticides, e.g. stop approving the registration of chlorpyrifos and triazophos on vegetables and stop the registration of medical antibiotics as pesticides.

Even though lots of people are not optimistic on the implementation of the first pesticide recall system, it is still written in the new policy, mainly aiming at highly toxic or highly dangerous pesticides. Many pesticide enterprises in China believe that the implementation of the pesticide recall system will face lots of difficulties in reality because they can't control the behavior of pesticide dealers and the technology needed in the bio-safety disposal of those recalled pesticide is also a big problem for most pesticide enterprises. Plus, pesticide enterprises may go bankrupt if a large amount of expired pesticides are forced to be recalled.

Moreover, greater punishment is made in the coming new policy. Once production license is revoked, the supervisors and the directly responsible personnel of the company shall not be engaged in pesticide dealing within ten years and the government will not accept its pesticide registration application within five years. Production licenses can be revoked if labels seriously violate related regulations.

The occurrence of rice stem borer, especially chilo suppressalis, varies in different regions, covering stricken area of 0.67 million ha. In the north of Zhejiang, the population of sesamia inferens will very likely rise.

Recommended insecticides to control brown rice plant hopper mainly include pymetrozine, buprofezin, chlorpyrifos, DDVP and isoprocarb; those for white backed planthopper include imidacloprid, pymetrozine, buprofezin, nitenpyram and thiamethoxam; and those for control of rice leaf roller mainly include abamectin, emamectin benzoate, chloantraniliprole, indoxacarb, phenthoate and profenofos.

In addition, rice sheath blight will moderately to seriously hit paddy fields in Zhejiang, with area of 0.87 million ha. Rice false smut and rice virus diseases such as rice stripe diseases and rice black streaked dwarf will hit the fields at a moderate way.

The total stricken area of wheat diseases and insect pests will accumulatively hit about 0.16 million ha. in Zhejiang Province in 2012, more serious over last year. Among the pests, key species to strike wheat mainly including wheat aphid and wheat plant hopper will bring moderate or light damage to the main planting regions of wheat in Zhejiang this year. And gibberellin's damage will be moderate.

The total stricken area of rape diseases and insect pests is predicted to accumulatively hit 0.27 million ha. in Zhejiang this year. In particular, rape stem rot will moderately to seriously strike the main planting regions of rape in Zhejiang this year. Rape sclerotium disease is one of the most serious rape diseases.
