Registrations of thiamethoxam formulations soar in China

According to Insecticides China News 1309 issued by CCM, Recently, Syngenta is busy with the promotion of its thiamethoxam–based seed treatment product (Cruiser), by holding two Cruiser Vigor Forum in Guangdong and Shandong. The product's excellent performance and Syngenta's professional promotion work are very impressive. However, Syngenta will face intense competition from Chinese companies in its thiamethoxam business.
 
Besides thiamethoxam technical, many Chinese pesticide companies are actively registering thiamethoxam formulation products. By 16 July 2013, 48 thiamethoxam registrations had been approved in China, including 34 of formulations. Among the formulations registrations, 13 are from domestic companies.

The thiamethoxam formulations' registration at present is only the tip of the iceberg. It will soar in the coming one to two years. According to data from the Institute for the Control of Agrochemicals, Ministry of Agriculture (ICAMA), pesticide companies had filed 448 registration applications for thiamethoxam formulations in China, by 16 July 2013. 
 
Before 2010, registration application of thiamethoxam formulations in China was very small, usually less than ten each year. However, the application jumped to 72 in 2010 and 74 in 2011. In 2012, the application times even hit 151, up 104% year on year. This trend continued in 2013. By 16 July 2013, the application times had hit 110. 
 
It is very easy to understand the boom of registration application since 2010. Syngenta’s patent for thiamethoxam in China expires in 2013 and it takes two to three years for a company to register a pesticide formulation in China. As a result, many domestic companies started to file their registration applications in 2010, so that they may launch their thiamethoxam formulation products in 2013 or 2014.

The application for registrations of thiamethoxam formulations include 34 kinds of products. Thiamethoxam–single formulation is the most popular one, with the application times of 303, accounting for 67.63% of the total. Besides, the registration applications of some mixed formulations, such as thiamethoxam+pymetrozine, thiamethoxam+abamectin and thiamethoxam+lambda-cyhalothrin are also very popular. For other mixed formulations, their application times are less than ten. 
 
Most registration applications of the thiamethoxam formulations are targeted on many crops, but most of them are focusing on rice for the control of plant hopper. 

These registration applications of thiamethoxam formulations come from 209 companies. Almost all the big domestic pesticide formulations companies have filed registration application of thiamethoxam formulations. Five companies' registration application times exceed ten and the total registration application times of these companies hit 77, accounting for 17.19% of the total. 
  
Shaanxi Meibang Group is the most active company, with the registration application times of 21. The company tries to register thiamethoxam targeted on many kinds of crops, such as rice, wheat, corn, cotton, tea, vegetable and horticultural crops. 

With so many registration applications, it is believed that thiamethoxam formulations products will witness a blowout in domestic market in the coming two to three years. The potential for market disruptions of thiamethoxam formulations in domestic market is very high.
 
However, even for those companies that have filed registration applications, there are two opposite opinions. 
 
"We filed the registration application for thiamethoxam formulations in 2012, but we are not optimistic about the future of this product. The registration is just for the expansion of our product portfolio, and to meet more customers' needs," said an insider from Shanghai Lianbao Cropsciences Co., Ltd (Shanghai Lianbao). 
 
In fact, like Shanghai Lianbao, many companies are not optimistic about the future of these products, but they still try to register it. Many companies are just following others blindly. They register products that others are registering. 
 
But some companies' expectation for this product is very high. In their minds, the sales revenue of thiamethoxam is very huge and the application field is still expanding, so it is not hard to get a slice of cake. Besides, they believe that the Chinese government will not ban thiamethoxam easily like EU.

Summary of domestic pesticide consumption in recent years

Frequently exposed by media and environmental protection organizations in recent years, food safety cases caused by pesticides have drawn the public's attention across China. These cases have caused much disappointment, not only significantly impacting the competitiveness of Chinese crops, but also threatening consumer health and reducing the public's trust in food safety levels.

Thus, it is necessary to analyze and address food safety cases regarding pesticides urgently. Here are four aspects for summarizing the reasons for these food scandals, including the consumption situation of pesticides, pesticide users (farmers), pesticide producers and dealers (enterprises) and pesticide management (policies).

Increasing domestic pesticide consumption volume
According to the report concerning pesticide residues of Chinese herbs conducted by Greenpeace, the domestic total pesticide consumption volume has been increasing since 1995 in general, except a slight decline from 2000 to 2001. In 1995, China's annual consumption of pesticides reached about 1.09 million tonnes. After the development of agricultural planting for 16 years, it is 1.79 million tonnes at present, increasing by 64.40% compared with that in 1995. Particularly from 2002 to 2011, the pesticide consumption volume was climbing by about 3% every year. Although the data in 2012 has not been issued yet, it is believed that it also enjoyed about a 3% year-on-year growth rate.

In contrast, the Chinese planting area has been decreasing generally since the mid-1990s. According to Chen Xiwen, a member of Chinese People's Political Consultative Conference (CPPCC), the Chinese planting area declined from 130.07 million ha. in 1996 to 121.73 million ha. in 2008. Then, for the following five years, the area maintained the level above 120 million ha. (1.8 billion mu, the warning line of planting area set by the China authority).

In conclusion, since the pesticide consumption volume has keeping increased and the planting area has been scaling down over the past few years, the average of pesticide consumption volume per ha. doubled in 2011, compared with that in the mid-1990s. Therefore, overall pesticide pollution and crop's pesticide residues in China are likely to be inevitably more severe.

Low utilization rate of pesticide application in China
Of nearly two million tonnes of pesticide used for plant protection in China every year, the effective utilization rate is only about 30%, meaning that the rest ends up as hazardous pollution and discharges into water, soil and the atmosphere, which not only does harm to the environment, but also intensifies the severe condition of pesticide residues on crops, whereas, in the past and at present, most domestic pesticide manufactories and farmers still focus on pesticide's input volume too much, but have ignored how to improve the effective utilization rate of pesticides.

Product structure of domestic pesticides on minor crops adjusted slowly
On one hand, most food safety cases involving pesticides have shown serious problems regarding pesticide residues of highly toxic products, which indicate that the application of highly toxic products is still popular in China. On the other hand, product structure optimization of domestic pesticides is developing fast, along with many new eco-friendly products introduced mainly by multi-national agrochemical enterprises in these years, whereas most of these products have been introduced intensively for several major crops namely rice, corn, wheat and vegetables.

In contrast, many minor crops including ginger, Chinese herbs, etc. lack new eco-friendly pesticides for protection, and even there are no legally registered pesticides for some minor crops. Therefore, traditional, highly toxic pesticides are applied on minor crops without appropriate instructions, which leads to the nationwide existence of pesticide residues of highly hazardous pesticides.

National citizens are paying more attention to the safety and quality of foods.
The overall level of citizens' living quality has gradually heightened along with China's economic development during these decades, although the extreme disparity between the rich and the poor has also been triggered. The Chinese, especially people in big cities, are more concerned with their health instead of simple subsistence only, and in this case, food possessing safety and high quality are required in domestic agricultural production. But as a matter of fact, citizens are much dissatisfied with chemical-intensive agriculture in China because there have been increasing food safety scandals exposed by the media attracting the public's attention and condemnation.

In consideration of the above, a healthy and eco-friendly development method is in great demand by Chinese agriculture.

Credit sales in domestic pesticide industry

According to CCM’s latest monthly newsletter, China Crop Protection Monthly Report issued in June. Credit sales have been prevailing in the domestic pesticide industry in the past decade. As the competition has grown fiercer, credit sales become much more popular nowadays, from pesticide production enterprises, the upper stream of the distribution system for agricultural means of production, to pesticide dealers and pesticide retailers in China, the middle link and end of the system, most are involved in this kind of transaction mode.

As so many pesticide producers, dealers and retailers follow this kind of transaction mode, there must be reasons for its existence. Generally speaking, the apparent reasons for the trend of credit sales can be easily concluded as the following: the test marketing of new products, gloomy market, unsalable products, fierce competition, etc. However, the essential reasons lie in the highly homogeneous market with an oversupply of goods and weak purchasing power in the whole industry. Taking the domestic pesticide industry as an example, most of the products traded through credit sales are old products with high homogenization and competition, but not new products with differentiation, of good quality and reliable brands.

Although most of the pesticide dealers and retailers in China can't do business without credit sales, they share a strong hatred of this kind of transaction mode due to the negative effects it brings, especially the large liquidity pressure that credit sales cause.

Early in Feb. 2011, Zhanjiang Crop Protection Industry Association mobilized large pesticide dealers in Zhanjiang City to sign a cash transaction agreement on agricultural means of production aiming to boycott credit sales in the local pesticide market. The agreement required pesticide dealers who have signed the agreement to select 10 products in the first year and promise to perform the transactions for these products in cash. Those who violated the agreement should be punished. The amount of products selected should be enlarged year by year and the final aim is to wholly boycott credit sales and realize cash transactions among all the pesticide products in Zhanjiang City.

However, after more than two years, the agreement seemed to fall apart because most pesticide dealers continued doing business by credit sales. Some insiders believe that the selfish idea of expanding the sales amount and seizing more market share through credit sales of most pesticide dealers is the main reason for the failure of the agreement.

It has been calculated by Zhanjiang Crop Protection Industry Association that there were more than 80 pesticide dealers in Zhanjiang City in 2012 and most of them haven't actually implemented the agreement in the past two years. Adding to the general low price of agricultural produces in 2012, the whole credit sales value in Zhanjiang reached USD24.31 million (Exchange rate: USD100=RMB616.98), up over 50% of that in 2011.

Actually, the trend of credit sales in China has not only been caused by pesticide dealers, but also by the chaotic market competition environment, rampant counterfeit and shoddy pesticide products, small scale growers, purchasing habits, etc. Considering the national condition, all these factors contribute to the difficulty of eliminating credit sales and affect how long it will continue to exist in the domestic pesticide market

Background Information Introduction of Pesticide Industrial Parks in China

As one of the largest pesticide production and export countries in the world, China has witnessed continuous growth in its pesticide output and export in recent years. Its pesticide TC output in 2012 reached 3,549,090 tonnes, exceeding 3 million tonnes for the first time, according to China Crop Protection Monthly Report issued by CCM in May.
 
Although China’s pesticide industry has experienced fast development in recent years, some negative problems have been generated at the same time, such as the recurrence of "three wastes" (waste gas, waste water and industrial residue), the plight of overcapacity, irrational competition, lack of world-famous brands and low added value.
 
 
During the planning stage, the establishment of pesticide industrial parks is believed to be helpful to coordinate pesticide industrial integration. What's more, with reasonable resource allocation and effective environmental protection, it is a good way to optimize industrial structure and achieve greater economic benefits. As the majority of Chinese pesticide companies are not armed with the equipment, technology and other conditions to deal with industrial waste, the facilities of pesticide industrial parks help to tackle it. In recent years, most pesticide companies have moved their production sites into industrial parks so that they can cope with waste gas, waste water and industrial residue. The relocation to industrial parks is also beneficial because it helps integrate various resources, and better supports companies in R&D and QC. Therefore, the Chinese Central Government encourages pesticide manufacturers to relocate to industrial parks.
 
China began the planning of industrial parks for pesticide companies in 2004. At the end of 2005, the first was set up in Yangkou Chemical Industrial Park in Rudong County, Jiangsu Province by the joint efforts of the China Crop Protection Industry Association (CCPIA) and Rudong County Government. At present, with the encouragement and support from both central and local governments, Rudong County Yangkou Chemical Industrial Park in Jiangsu Province is a leading industrial park in China. Aiming to create an environmentally-friendly industrial park, Yangkou Chemical Industrial Park has made great achievements in environmental protection and safety maintenance, together with capacity for chemical products. At the beginning of 2006, the CCPIA signed an agreement with Weifang Binhai Economic Development Zone in Shandong Province to co-establish another industrial park for pesticide companies in northern China, namely Northern China Pesticide Industry Park. After that, pesticide industrial parks were founded step by step in Nanjing, Changzhou, Taizhou, Taixing, Rugao, etc.
 
So far, there are more than 390 pesticide industrial parks in China and more parks are under construction. The strategic adjustment of the pesticide industry in China is being realized through pesticide manufacturers' relocation into pesticide industrial parks. Relocation to pesticide industrial parks was one of the key aims for China's pesticide industry in 2010 and 2011.

First domestic company registers spirodiclofen technical


On 12 March, 2013, Shijiazhuang Xingbai Bio-engineering Co., Ltd. (Shijiazhuang Xingbai) secured the formal registration of 98% spirodiclofen technical (registration code: PD20130383) in China, the first registration of spirodiclofen technical acquired by a domestic enterprise, according to the ICAMA. With the new registration approved, Bayer CropScience AG (Bayer) is no longer the only registrant of spirodiclofen technical in China. It is believed that some other domestic companies will enter the spirodiclofen industry, acquiring more legal registrations of spirodiclofen technical and formulations, along with the approaching expiry date (1 Dec., 2013) of the spirodiclofen patent in China, according to Insecticides China News released by CCM in April.

Spirodiclofen, whose pesticidal mode of action is the inhibition of the lipid metabolism in pests and acarids, is one of the most effective acaricides to control citrus red spiders, at every level of its development from larva to adult. Since its introduction into China by Bayer in 2004, spirodiclofen has become the most popular products for controlling red spiders on citrus plantings in the domestic market, featuring environmental friendliness and long-lasting control effect.

As of 19 March, 2013, there were seven valid registrations of spirodiclofen in China, with five registrants. Of these, five registrations are for spirodiclofen formulations, mainly SC formulation. The only target of these five spirodiclofen formulation registrations is for the control of red spiders, with the application scale for crops including citrus, apple and cotton, according to the ICAMA.

With the legal technical registration, it is predicted that Shijiazhuang Xingbai will put spirodiclofen into production, although it has not revealed any details concerning its production project. Actually, there are three other domestic companies which intend to launch their production projects of spirodiclofen in the near future, as the patent of spirodiclofen in China obtained by Bayer will expire in Dec., 2013.

Lianyungang Niutaike Chemicals Co., Ltd. (Lianyungang Niutaike, a subsidiary controlled by Jiangsu Aolunda High-tech industry Co., Ltd.) plans to invest USD23.15 million in constructing a pesticide technology improvement project, aiming to construct pesticide production lines with a total capacity of 5,600t/a. The production project includes production lines of 500t/a spirodiclofen techincal and of 500t/a spirodiclofen formulations, according to the report released in Oct. 2012 by the Environmental Protection Bureau of Lianyugang City, Jiangshu Province. It is reported that Lianyungang Niutaike is on the process of applying for spirodiclofen technical registration and will launch the production in H2 2013.

Another enterprise willing to enter the spirodiclofen industry is Rudong Huasheng Chemical Co., Ltd. (Rudong Huasheng), whose application documents for its pesticide production expansion project was accepted in May 2012 by the Environmental Protection Bureau of Nantong City, Jiangshu Province. According to the application documents, Rudong Huasheng intends to produce spirodiclofen technical and 240g/L spirodiclofen SC, each with a capacity of 200t/a. But it didn't reveal the accurate time or other details concerning its production project.

Jiangsu Sword Agrochemicals Co., Ltd. (Jiangsu Sword) also wants to set foot in the spirodiclofen production. It has applied for environmental impact assessment for its several new pesticide production projects in Dec. 2012, including 100t/a spirodiclofen technical production.

There is no doubt, in the coming years, that new production projects and new registrations of spirodiclofen will draw  much attention in China. However, there are two obstacles to the development of spirodiclofen, namely counterfeits and intensified pest resistance. Due to the popular product recognition of spirodiclofen, counterfeits have been found in the domestic market in recent years, which will affect the legal market operation of spirodiclofen. Moreover, continuous use of counterfeits with very low content of spirodiclofen will increase pests' resistance to spirodiclofen. Therefore, mixture formulations with other insecticide ingredients will be developed in the future.

Shijiazhuang Xingbai, established in 2004, is a subsidiary of Hebei Xingbai Pharmaceutical Group. The main pesticide products of Shijiazhuang Xingbai include abamectin, ivermectin, emamectin benzoate, spinosad, etc. As one of the largest abamectin producers in China, its capacity for abamectin technical may have reached 600t/a in 2012.
