Background Information Introduction of Pesticide Industrial Parks in China

As one of the largest pesticide production and export countries in the world, China has witnessed continuous growth in its pesticide output and export in recent years. Its pesticide TC output in 2012 reached 3,549,090 tonnes, exceeding 3 million tonnes for the first time, according to China Crop Protection Monthly Report issued by CCM in May.

Although China’s pesticide industry has experienced fast development in recent years, some negative problems have been generated at the same time, such as the recurrence of "three wastes" (waste gas, waste water and industrial residue), the plight of overcapacity, irrational competition, lack of world-famous brands and low added value.

During the planning stage, the establishment of pesticide industrial parks is believed to be helpful to coordinate pesticide industrial integration. What's more, with reasonable resource allocation and effective environmental protection, it is a good way to optimize industrial structure and achieve greater economic benefits. As the majority of Chinese pesticide companies are not armed with the equipment, technology and other conditions to deal with industrial waste, the facilities of pesticide industrial parks help to tackle it. In recent years, most pesticide companies have moved their production sites into industrial parks so that they can cope with waste gas, waste water and industrial residue. The relocation to industrial parks is also beneficial because it helps integrate various resources, and better supports companies in R&D and QC. Therefore, the Chinese Central Government encourages pesticide manufacturers to relocate to industrial parks.

China began the planning of industrial parks for pesticide companies in 2004. At the end of 2005, the first was set up in Yangkou Chemical Industrial Park in Rudong County, Jiangsu Province by the joint efforts of the China Crop Protection Industry Association (CCPIA) and Rudong County Government. At present, with the encouragement and support from both central and local governments, Rudong County Yangkou Chemical Industrial Park in Jiangsu Province is a leading industrial park in China. Aiming to create an environmentally-friendly industrial park, Yangkou Chemical Industrial Park has made great achievements in environmental protection and safety maintenance, together with capacity for chemical products. At the beginning of 2006, the CCPIA signed an agreement with Weifang Binhai Economic Development Zone in Shandong Province to co-establish another industrial park for pesticide companies in northern China, namely Northern China Pesticide Industry Park. After that, pesticide industrial parks were founded step by step in Nanjing, Changzhou, Taizhou, Taixing, Rugao, etc.

So far, there are more than 390 pesticide industrial parks in China and more parks are under construction. The strategic adjustment of the pesticide industry in China is being realized through pesticide manufacturers' relocation into pesticide industrial parks. Relocation to pesticide industrial parks was one of the key aims for China's pesticide industry in 2010 and 2011.

Operating performance of four listed glyphosate companies may improve further in H2 2012

The market situation of glyphosate has improved in H1 2012, which may last and improve the operating performance of four listed glyphosate companies further in H2 2012, according to CCM’s September Issue of Glyphsoate China Monthly Report.

If the improved market situation of glyphosate last in H2 2012, it's estimated that four listed glyphosate companies' operating performance will improve further in H2 2012, or even they all can be profitable this year (TABLE 5).

On 28 Aug., 2012, Zhejiang Wynca Chemical Industry Group Co., Ltd. (Zhejiang Wynca) released its 2012 semi-annual report and claimed that it would achieve an estimated profit of about USD4.26 million (RMB27 million) in Q3 2012, and thus Zhejiang Wynca would achieve break even in net profit attributed to shareholders in the first nine months of 2012.

On 22 Aug., 2012, Anhui Huaxing Chemical Industry Co., Ltd. (Anhui Huaxing) released its 2012 semi-annual report and claimed that it would achieve an estimated profit of about USD2.13-2.92 million (RMB13.5-18.5 million) in Q3 2012, and thus Anhui Huaxing would achieve net profit of about USD1.26-2.05 million (RMB8-13 million) in the first nine months of 2012.

The other two listed glyphosate companies, Nantong Jiangshan Agrochemical & Chemicals Co., Ltd. (Nantong Jiangshan) and Jiangsu Yangnong Chemical Co., Ltd. (Jiangsu Yangnong), both achieved good net profit in H1 2012, and it's estimated that the two companies would maintain their good performance in the second half of this year.

The demand for glyphosate from overseas is still very strong in Q3 2012 and is likely to last till  Q4 2012, which will promote the export volume of the four companies further. It's estimated that the revenue in the four companies would remain stable in H2 2012, or even exceed that of the first half of this year.

In H1 2012, the export volume of glyphosate A. I. from Zhejiang Wynca, Nantong Jiangshan and Jiangsu Yangnong has increased by 16%, 20% and 61% respectively, with export value increasing by 41%, 42% and 94% accordingly over that in H1 2011 (FIGURE 7). Because of the mismanagement and shortage of operating funds, Anhui Huaxing didn't grab the sales opportunity in H1 2012, and its export volume and value of glyphosate A. I. decreased by 33% and 16% respectively. After the completion of acquisition by a strong company, namely CEFC Shanghai Oil Group Co., Ltd., Anhui Huaxing's problem of operating fund shortage and mismanagement would be improved greatly, which would have a good effect on Anhui Huaxing's operating performance in H1 2012.

The prices of yellow phosphorous, glycine, IDAN and PMIDA have increased little in Q3 2012, but the prices of these raw materials except yellow phosphorous will not increase greatly in Q4 2012 due to the overcapacity and limited demand under the situation of slow development in China's manufacture industry. Besides, the price of glyphosate is still increasing in Q3 2012, and it's likely to maintain at a high level in Q4 2012 mainly due to the strong demand for glyphosate and strict environmental protection policy, which will promote the situation of profit in the four companies further.

The development of China's manufacture industry was very low in H1 2012 and this situation is likely to last in H2 2012, which meant that the prices of raw materials for producing glyphosate including yellow phosphorous will not increase greatly in H2 2012. According to the announcement from National Bureau of Statistics of China, the Purchase Management Index (PMI) was 49.2% in Aug, 2012, down 0.9 percentage point over that in previous month, which was the first time to decrease below the gloom-boom index of 50 in China in 2012.

Besides, the quantity of restarting production in small and medium-sized glyphosate producers would not be too much due to the high cost in environmental protection, leading to the limited increase in  glyphosate supply, and thus the price of glyphosate will stay at a high level in H2 2012. It's heard that China's Ministry of Environmental Protection will carry out a check in China's pesticide industry, and the companies which can't reach the waste treatment standard will be ordered to stop production.

Furthermore, in H1 2012, the operating rate and gross profit margin of glyphosate business of Zhejiang Wynca, Nantong Jiangshan and Jiangsu Yangnong in H1 2012 was about 100%, 90%, 70% and 11%, 5%, 10% respectively, all increased over that in H1 2011. The operating rate of Anhui Huaxing in H1 2012 was about 39%, down 17 percentage points over that in H1 2011, but its gross profit margin in glyphosate business was 9%, up seven percentage points over that in H1 2011. After solving the problem of operating fund shortage, it's estimated that the operating rate of Anhui Huaxing would increase in H2 2012.

According to CCM' s  analysis report on glyphosate price, as to Aug. 2012, the price of glyphosate technical was about USD4,646/t, up 22% over that in Jan. 2012 (FIGURE 7).

The prosperity in China's glyphosate industry resulting from the improved market situation of glyphosate is a special scenery in China's bleak chemical industry at present, but for the glyphosate producers which have witnessed the miserable situation in China's glyphosate industry in the past three years, how to improve the operating performance would be the most important thing in H2 2012 and the future coming years.

China Formally Carries out Integration of Fluorite Resources

China formally starts to integrate fluorite resources, which will benefit the export control of fluorite, improve the efficiency of fluorite utilization and promote the development of high value-added fluorine chemicals. However, it will encounter resistance from the enterprises to be eliminated and the local governments, according to CCM’s July Issue of China Fluoride Materials Monthly Report.

On June 25, 2012, the Ministry of Industry and Information Technology of the People's Republic of China promulgated the List of the First Batch of Fluorite Production Lines Which Meet the Standard for Fluorite Industry Admittance. According to this list, ten companies' fluorite production lines have been approved to meet the Standard for Fluorite Industry Admittance. It means that China formally carries out integration work of fluorite resources and it will gradually promulgate more lists, while more and more fluorite producers which do not meet the Standard for Fluorite Industry Admittance will be eliminated or integrated in the future.

The integration of fluorite resource will benefit the export control of fluorite, the efficiency of fluorite utilization and the development of high value-added downstream fluorine chemical products.

As the main raw material in fluorine chemical industry, fluorite is an important strategic resource. But in the 1990s, the fluorite resource did not arouse adequate attention from the Chinese government and the export volume of fluorite was over 1 million tonnes per year. Moreover, affected by the illegal exploitation, the price of fluorite is extremely low and the environment is polluted and damaged greatly. Such cases about illegal exploitation have been constantly revealed.

Although the Chinese government has adopted a series of measures, such as decreasing export quota, increasing export tariff and  setting up exploitation quota, to protect the fluorite resources since 1999, there were still huge amounts of fluorite exported oversea. From 1999 to 2011, China totally exported about 10.5 million tonnes of fluorite. At the same time, China totally exported about 1.1 million tonnes of HF, equivalent to 4.4 million tonnes of fluorite, since one tonne of HF consumes four tonnes of fluorite. It means that China totally exported about 14.9 million tonnes of fluorite directly and indirectly from 1999 to 2011, averagely 1.15 million tonnes per year.

Simultaneously, Chinese fluorite producers are mostly minor enterprises which lag in technologies, production equipment and production management currently. In addition, since there are numerous  minor enterprises, it is not easy for the Chinese government to supervise the exploitation of fluorite, which leads to the emergence of illegal exploitation from time to time.

Nowadays, through the integration of fluorite resources, China will eliminate the backward production lines of fluorite and the fluorite resources will be integrated to some preponderant enterprises, which is propitious to control the fluorite export and to improve the utilization efficiency of fluorite.

Apart from this, the integration of the fluorite resources will benefit the preponderant enterprises to develop high value-added fluorine chemical products, raising the international competitiveness of domestic fluorine chemical enterprises and realizing the transformation and upgrading of fluorine chemical industry. It's foreseeable that there will be some leading enterprises with international competitiveness in China in the future.

However, the integration of fluorite resources will inevitably encounter resistance. The integration involves the deadline problem of fluorite mining right and cross-regional integration, so it's necessary to balance the interests of enterprises to be eliminated and local governments.

In fact, the resistance has emerged. The Standard for Fluorite Industry Admittance has been put into practice since March 1, 2010. It has regulated that the disposal ability of every single ore selection line must be at least 100t/d and the enterprises with mining capacity of 30,000t/a are required to build the corresponding selection plants. What's more, plants that fail to meet the criteria must be suspended after July 1, 2011. But after the Standard for Fluorite Industry Admittance was promulgated, there had been no action until May 2012 when the evaluation for fluorite industry admittance have just started to be carried out, and the List of the First Batch of Fluorite Production Lines Which Meet the Standard for Fluorite Industry Admittance hasn't been issued until June 25, 2012.

Apparently, along with the progress of integration, more and more resistance from enterprises to be eliminated and local governments will emerge in the future.
