Kingfa signs framework agreement about promoting its biodegradable agricultural film


The framework agreement is reached based on the developmental direction of both organisations. In short, as the spring ploughing   period   approaches, biodegradable agricultural film with good performance has become the first choice for cotton farmers of XPCC, since they have witnessed the good degradation of biodegradable agricultural film in their cotton fields and obtained a cost-recovering reduction last year. Specifically, approximately 3,300 ha. of biodegradable agricultural film was promoted by XPCC in 2012. Kingfa, a leading biodegradable plastic producer in China, is actively preparing for the domestic market for biodegradable agricultural film after the No.1 Proposal was released in March 2013 (the No. 1 Proposal for strengthening the development of green agriculture will set the direction of the Chinese government's major tasks this year).

Kingfa possesses a leading position in the development of China's biodegradable agricultural film industry. Firstly, the company's biodegradable agricultural film has a performance that is comparative with PE material. Moreover, its biodegradable agricultural film has proved to be completely biodegradable and has passed the EU-based EN13432 certification and the US-based BPI certification (ASTM D6400).

Kingfa has even drafted a national standard of the new material industry—the "biodegradable plastic used for blown film" (standard label: GB/T 29646-2013) has got the approval by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China and the Standardization Administration of the People's Republic of China in Sept. 2013. The national standard is scheduled to be implemented from Jan. 31, 2014.

According to an insider of Kingfa, the amount of biodegradable agricultural film will not compress the orders of existing packaging film. It may, however, increase the sales of its biodegradable plastic.

At present, the development of China's biodegradable agricultural film industry is mostly limited by the high price and disordered industrial standards.

On one hand, the price of biodegradable agricultural film is much higher than that of PE film, making it unaffordable for the majority of farmers.  According to related statistics, the price of traditional agricultural film is about USD2,445.8/t, while the price of biodegradable agricultural film will be over USD3,261.1/t (verified by Zhong Luhua, the chairman of Shenzhen Ecomann Biotechnology Co., Ltd. (Ecomann)).

On the other hand, China has no strict industrial standards for the degradable agricultural film industry, which can cause disorder in the industry. For example, many enterprises including Guangdong Shangjiu Biodegradable Plastic Co., Ltd. (Guangdong Shangjiu) produce their biodegradable film just by mixing PE with starch. Once the starch is decomposed, the PE residue can hide in the soil and still do harm to the environment.

Related preferential policies need to be published to encourage more enterprises to enter the biodegradable agricultural film industry and help ease the problem of white pollution in China.

Construction of Blue Ridge Tunhe's biodegradable PBS program going smoothly

On Oct. 16, 2013, Xinjiang Blue Ridge Tunhe Chemical Industry Joint Stock Co., Ltd. (Blue Ridge Tunhe) announced that 46% of its biodegradable plastic program, with a production capacity of 160,000 t/a, has been completed, and that the whole program is estimated to be completed in 2014. The biodegradable plastic products include PBS and PBT, according to CCM’s Biomaterials China News issued in November.

Construction of the biodegradable plastic program began on April 16, 2013. Previously, Blue Ridge Tunhe completed pilot production of its PBS production line, with a capacity of 10,000t/a, on July 28, 2012, which may provide technological support for the subsequent PBS program.

As a traditional petrochemical processing enterprise in Western China, Blue Ridge Tunhe has only just started its PBS business. Since its PBS product has not yet passed the related environmental protection authentication, it cannot export its products, and can only produce for domestic markets.

Generally, domestic PBS industry is witnessing a large production capacity expansion in 2013. This is intensifying the competition within the PBS industry.

On one hand, new entrants or enterprises without abundant experience in the PBS industry are faced with more severe market conditions for PBS in 2013. Similar to Blue Ridge Tunhe, their PBS products have not passed the related environmental protection authentication, so their products can only be sold in the domestic market, thus intensifying the competition in the PBS industry in 2013. The domestic PBS industry has seen an overcapacity in 2013. According to related statistics, the domestic PBS capacity has reached 118,000t/a, while the domestic demand of PBS is estimated to be only 15,000-20,000 tonnes in 2013.

In 2013, three companies established new PBS plants or further expanded their production capacity. On June 6, 2013, Shandong Fuwin New Material Co., Ltd. (Shandong Fuwin) announced that it had expanded its PBS production capacity from 5,000t/a to 25,000t/a. In April 2013, the first phase of Shanxi Jinhui Group (Jinhui Group)'s PBS program, with a production capacity of 20,000t/a, entered pilot production and is currently operating strongly. In Feb. 2013, Jiangsu Yangnong Chemical Group Co., Ltd. (Yangnong Chemical) completed the construction of its PBS program, which has a production capacity of 10,000t/a.

On the other hand, leading PBS enterprises, like Kingfa Sci&Tech Co. Ltd. (Kingfa), Zhejiang Hangzhou Xinfu Pharmaceutical Co., Ltd. (Xinfu Pharmaceutical), and Anqing Hexing Chemical Co., Ltd. (Anqing Hexing), have witnessed an upturn trend in their PBS business in 2013, mainly due to the recovery of global economy. This is because the aforementioned three companies' PBS products have passed the related environmental protection authentication and are produced primarily for export.

Xinfu Pharmaceutical has taken advantage of the global economic recovery. Xinfu Pharmaceutical's revenue and gross profit margin of its PBS business increased by 12.5% (from USD2,246 million in 2012 to USD2,725 million in 2013) and 2.95% respectively in H1 2013 year-on-year, due to the improving demand in Europe.

China PPC Industry Grows in Twists and Turns

Now many domestic PPC (poly propylene carbonate) producers delayed or slowed down their expansion projects, which were planned in latest few years, according to CCM International’s May issue of Biomaterials China News.

A project with the capacity of 3,000 t/a PPC plastic is abolished in 2011 attributed to the immature technology and facility. The production line is owned by China National Offshore Oil New Material Co., Ltd., (CNOOC New Material) a level-three subsidiary of China National Offshore Oil Corporation (CNOOC). CNOOC New Material began this project's R&D in 2004, cooperated with Changchun Applied Chemistry Institute of the Chinese Academy of Sciences(Changchun Applied Chemistry Institute) , and started the construction on July 31, 2007. Before it was abolished, the project had been called off and examined twice. A staffer from the technology development department of CNOOC said the examinations were because the facility was out of order.
 
The start of an expansion project with the capacity of 10,000 t/a PPC plastic will delay to H2 2012 from March 2010. Mr. Zhang, Manager of Inner Mongolia Mengxi High-Tech Group Co., Ltd. (Mengxi High-Tech), said they planned to add a production line with capacity of 10,000 t/a on March 2, 2010, and they had already started R&D from 2002. However, the expansion hasn’t begun by now. A salesman said the delay was because of technology; now the problem had been solved, so they planned to restart the expansion in H2 2012. The expansion would be divided into 3 phases, and at last, the capacity would increase to 50,000 t/a. In 2004, Mengxi High-Tech cooperated with Changchun Applied Chemistry Institute and constructed the first domestic PPC production line with the capacity of 3,000 t/a.
 
Another expansion production line with capacity of 25,000 t/a PPC resin of Jiangsu Jinlong-CAS Chemical Co., Ltd. (Jiangsu Jinlong) also gives place to the company's another project. In 2009, Jiangsu Jinlong finished the PPC resin production line with capacity of 22,000 t/a. They planned to expand the capacity to 100,000 t/a in 2011,   and the first phase with capacity of 25,000 t/a should be finished before 2012. They also made preparation to be listed thanks to the joint of VC fund. But on April 18, 2012, a staffer of Jiangsu Jinlong said the PPC resin program was slowed down, because the company wanted to speed up the construction of another program, and the PPC resin program would be completed in 2013. Jiangsu Jinlong cooperated with Guangzhou Institute of the Chinese Academy of Sciences (Guangzhou Institute) in technology.
 
Another new PPC plastic program’s construction is very slow. The program belongs to Guangzhou Tiancheng chemical Co., Ltd., an especially new company for the PPC program, established by the cooperation of Guangzhou Honsea Sunshine Bio Science & Technology Co., Ltd., Tinci Holdings Ltd. and Sun Yat-sen University. They signed the contract in October 2007, whose planned capacity was 60,000 t/a. The first phase was 10,000 t/a, which should be completed in four years. But now, the program is still in foundation construction.
 
For these companies, the problems for them to delay,  slow down or even give up their PPC programs are mainly from technology, market and cost.
 
Technology is the first barrier for PPC industry.
 
Both CNOOC New Material and Mengxi High-Tech have suffered the technology constraint. One of them gave up and the other spent 10 years on R&D. Currently, four domestic mainly carbon dioxide degradable plastics technology are developed by Changchun Applied Chemistry Institute, Guangzhou Institute, Sun Yat-sen University and Tianjin University. Based on their technology, both catalyst and raw material are expensive, and then the PPC cost is very high, which leads to the high sales price.
