Survey of Actual Consumption Situation of Succinic Acid in China

Stronger Focus on Food Safety


In mid-March the Chinese Ministry of Health (MOH) asked for advice from the public in response to the draft of the 2013 National Food Safety Standard, according to CCM’s monthly report, Dairy Products China News 1303.

The draft is mainly a revision of some food safety national standards, including food products, detection methods, food additives, nutriment supplements, nutrition & special diet foods and requirements for production and operation. It has also been suggested that a General Standard of Nutrition Supplement for Pregnant, Post-Natal and Breastfeeding Women should be set up.

In view of the significance of food safety, this is the 2nd time that the public’s views have been collected for the draft. By the end of January, the China National Centre for Food Safety Risk Assessment (responsible for the risk assessment, monitoring,early warning and communication of national food safety, and food safety standards) had received 1,288 suggestions on the topic, leading it to draw up a draft on this basis.
 
The draft is also a response to a succession of food safety incidents. Mainly because of the quality scandal which hit Mengniu, the draft has an added Aflatoxin detection method and a quality standard for raw milk. The arguably low standard of raw milk has been widely considered as key to most of the quality scandals hitting the dairy sector, with different parties quarrelling about what standard should be applied, pushing the government to address the issue.

Alongside the draft, a number of administrative measures have been taken to prevent food quality accidents:

• The MOH has strengthened the supervision of food products through national surveillance. In late January, it indicated that the focus of 2013’s work will be upon addressing issues in several key areas, notably grain, vegetables, meat, dairy products, infant foods and illegal additives. Infant foods, formula and accessories are of special concern. 50%+ of China’s county level administrative regions should monitor for food contaminants and other harmful factors, according to the MOH

• In early March, Gansu Province detailed its food safety work in 2013. Dairy products, edible oil, liquor, meat, food additive and etc. are listed to be important aspects and supervisors at all levels have to attend a total of over 40 hours’ training about food safety
 
• In mid February, the Department of Health of Guangdong Province solicited the views of consumers in respect of a range of regional food safety standard revisions, citing its goals as being to encourage progress in food safety technology, independent innovation and industry development

• Sichuan Province organised the “One Hundred Days Action”around the theme “2013 food safety”. The programme divides into 4 stages, from 20 February to 31 July, emphasising relevant departments’ responsibility in food safety

During the sessions of the NPC & CPPCC (the National People’s Congress and the Chinese Political Consultative Conference), food safety was a topic frequently discussed. Infant formula attracted the most attention, especially after the establishment of Hong Kong’s regulatory limits on purchases of infant formula products. Mr. Zhou, director of the State of Administration for Industry & Commerce of China, revealed that it will release specific rules to reinforce the management of infant formula products, which would cover the whole production chain, although no details about the specific rules have been forthcoming to date.
 
Although domestic dairy products have gradually regained some consumers’ confidence, the perceptions amongst the public remain a major obstacle. The General Administration of Quality Supervision, Inspection and Quarantine of China (AQSIQ) publishes data on qualification rates of domestic dairy products checked. It states that 99% of domestic dairy products are passing when checked nowadays, a rate higher than for imported dairy products. Mr. Yang, the deputy director of AQSIQ, announced that 0.26% of domestic dairy products failed when checked during 2011 and 2012, compared with a failure rate of 0.76% for imported dairy products in 2012; in the case of domestic infant formula the failure rate was 0.77% in 2012, 0.37% lower than for imported infant formula.

Clearly besides the various governmental actions, food companies are keen to play key roles in food safety, as demonstrating high levels of quality will be critical to their brand awareness an brand reputations. A good example of this was seen on World Consumer Rights Day (15 March), when Mengniu organised interactive activities nationwide to raise public awareness of consumer rights protection, in the process positioning its products as offering high quality and safety.

China to set up a general administration of food and drug


China plans to set up a general administration to enhance the status of the existing State Administration of Food and Drug in order to improve food and drug safety, according to a report to be delivered by State Councilor Ma Kai on March 10, 2013.
 
The proposed ministry-level General Administration of Food and Drug will be responsible for carrying out a unified supervision on food and drug safety and quality in the process of production, circulation and consumption. The General Administration of Food and Drug will integrate the responsibilities of the Food Safety Commission Office of the State Council, the State Food and Drug Administration, the production aspects of food safety supervision of the General Administration of Quality Supervision, Inspection and Quarantine of China, and, the circulation of food safety supervision of the State Administration for Industry and Commerce of China.
 
Overlapping of supervision from different departments and some supervision "blind spots" are weak links of the current food safety supervision system, the report says. Some expert says that the industrial development is expected to promote since the complicated degree of administrative examination and approval will greatly simplify, after the new general administration for food and drug setting up.

CABB invests 50,000t/a MCA project and sets up joint venture with China firms


In March 7, 2013, the German company CABB GmbH (CABB) and two domestic enterprises, signed the Memorandum of Understanding (MoU) to establish a joint venture company for the manufacturing and marketing of high-quality monochloroacetic acid (MCA) in Jining, Shandong Province. The two domestic enterprises are Jining Gold Power Co. Ltd (Jining Gold Power) and Jinwei Huasheng Chemical Co. Ltd (Jinwei Huasheng), according to Herbicides China News 1303 issued by CCM in March.
 
The three companies will invest USD160 million (RMB1 billion) in a MCA project with a capacity of 50,000t/a. The whole project is to be divided into several stages. The first stage involves a 25,000t/a MCA expansion project. On March 1, 2013, it has been approved by the Jining Environmental Protection Bureau. In addition to the original capacity, the extension will permit Jinwei Huasheng to reach a 45,000t/a MCA capacity after the first stage.
 
The MCA is an important chemical material used in the synthesis of a variety of products in food, personal care and agrochemical industries. In the herbicides industry, the MCA can be used to make various herbicides synthesis, such as 2,4-D, MCPA, imazosulfuron and glyphosate.

For CABB, this marks an important step both in its strategy to further regionalize its acetyls business and in its global production process. Dr. Martin Wienkenhöver, CEO of CABB said in the MoU: "In Jining we have found Jining Gold Power a very strong partner for an important joint venture supporting the new operation with a secure supply of key raw materials, electric power and professional services." Dr. Uwe Brunk, General Manager of Business Unit of Acetyls at CABB, added: "With the joint venture, CABB will take a place in the world's largest MCA market with reliable, superior-quality products that our customers are waiting for and reliable management and operation. We are thrilled to be able to support our customers' development."
 
On the joint venture plan, CABB will acquire the existing company Jinwei Huasheng, which currently possesses a capacity of 20,000t/a MCA. And then CABB will be the majority owner of the joint venture, holding 67% of the joint venture shares, and the remaining shares will be held by Jining Gold Power and Mr. Yan Donghua (Mr. Yan Donghua is one of holder of Jinwei Huasheng). The joint venture will soon be able to supply high quality MCA with the existing facilities of CABB  and it has also started planning an expansion project to supply an additional 25,000t/a of high-quality MCA whose content reaches 99.9% with CABB's advanced proprietary technology.
 
Zuofei Xiao, Managing Director of Jining Gold Power and current Chairman of Jinwei Huasheng said: "We have found CABB a leading international player in MCA business and a recognized partner with leading-edge technology. We are looking forward to strengthening the international collaboration in our industrial park in Yutai County." Mr. Donghua Yan, current General Manager of Jinwei Huasheng, added: "CABB's support will enable the joint venture to raise its technology to a new level and will help Jinwei Huasheng develop into a leading company for high-quality MCA in Chinese market with activities and moves in the international market."

CABB is a globally leading manufacturer of fine and specialty chemicals and customized products. It is specialized in dealing with and safely handling corrosive materials and complex chemical reactions.
 
Jining Gold Power, founded in 2003, deals in coal, thermal power and chemical raw materials. At present, the company possesses a 30,000t/a caustic soda capacity. In 2012, its total revenue was over USD265.32 million (RMB1.65 billion). Jinwei Huasheng was invested by Jining Gold Powe and Mr. Yan Donghua in 2009.

Sweetener Industry May Benefit from Quality Credit System Construction


On 2 May 2012, the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China issued an announcement to promote the construction of Quality Credit System, aiming to strengthen the social consciousness of quality credit. And both food industry and food additive industry are listed as pilot units. Of course, as a member of the food additive industry, sweetener industry is also on the list. It is predicted that the construction of Quality Credit System may bring some new development opportunities to sweetener industry in China, according to CCM’s June issue of Sweeteners China News.

In fact, since people's consciousness of food safety has enhanced and food safety incidents have frequently emerged in the past few years, Chinese government has taken a number of measures to deal with food safety problems. For example, on 13 Oct. 2011, the Ministry of Health established the National Food Safety Risk Assessment Center in Beijing. This time, food industry and food additive industry are also involved in the announcement mentioned above, which is one measure taken by Chinese government to deal with food safety problems. According to the announcement, local governments shall take a series of measures to strengthen the social consciousness of quality credit: establish enterprise quality credit files with real-name system; found public service platform for products' credit information; strengthen quality credit evaluation system; intensify punishment for missing of quality credit and implement classification supervision by quality credit rating.

For sweetener producers in China, to become a quality credit demonstration unit will be conducive to their development.
 
Firstly, becoming a quality credit demonstration unit may bring them more opportunities. In fact, as a major downstream market of sweeteners, food industry (including both food and beverages) prefers sweetener suppliers with high quality credit in China attributed to the following two aspects. On one hand, food industry is also listed as a pilot unit in the construction of Quality Credit System. It is believed that in order to enjoy a good development in the future, food enterprises should make efforts to improve the quality of their products. On the other hand, food safety incidents have frequently emerged in China in the past few years, such as the scandal of carcinogens contained in dairy products of Inner Mongolia Mengniu Dairy (Group) Co., Ltd., a major dairy producer in China. Therefore, in addition to improving product quality, food enterprises will also put more emphasis on selecting those raw material suppliers with credible and good corporate image, such as sweetener suppliers with good quality credit. Moreover, if a sweetener producer is a quality credit demonstration unit, its products are easier to get preference from downstream companies.
 
Secondly, becoming a quality credit demonstration unit makes sweetener producers more likely to get government aid. Actually, Chinese government always encourages the development of those enterprises that follow the government's development plan through various ways, such as reducing tax and providing credit. Since Chinese government has put forward to promote the construction of Quality Trust System, it must encourage enterprises that are actively involved. For example, in order to promote the development of renewable energy and new energy, Chinese government has provided subsidies for fuel ethanol producers since 2004. COFCO Biochemical (Anhui) Co., Ltd., the largest fuel ethanol producer in China, for example, got a subsidy of USD86.46 million from the government in 2011, which is more than the company's sales deficit. 

However, how can a company become a quality credit demonstration unit in China? It is estimated that sweetener producers can make efforts in the following aspects: firstly, the quality of products should conform to the standards both at home and abroad or to industrial standards; secondly, they must pass the random check on product quality carried by local governments; thirdly, they should build up a positive image and reputation.

China's Government Strengthens Management of New Food Additives

China's Ministry of Health announced the Notice on Standardizing License Management of New Food Additives (NSLMNFA) to strengthen the management of new food additives in China on 25 November 2011, which may increase the difficulty in applying for new sweeteners in China, according to CCM’s January issue of Sweeteners China News.

In fact, Chinese government has already launched the Management Measures of New Food Additives (MMNFA) in March 2010 and the Regulations of New Food Additives' Declaration and Acceptance (RNFADA) in May 2010.

According to the MMNFA, the definition of new food additives includes three parts: 1) food additives which have not been classified into national standard of food safety 2) food additives which have not been approved to use by the Ministry of Health 3) food additives whose current dosage and application range are needed to be expanded 

Compared with the MMNFA and the RNFADA, the latest notice (NSLMNFA) has stipulated detailed and increased items on management of new food additives.

Firstly, the NSLMNFA has supplemented five detailed provisions of on-site verification and evaluation for new food additives. Previous MMNFA just defines that the Ministry of Health can organize experts to run on-site verification and evaluation for new food additives when necessary, but it has not defined concrete operations. In addition, it focuses more on paper material review, while the new NSLMNFA pays more attention to on-site verification and evaluation, which indicates that Chinese government is strengthening the management of new food additives in more ways to ensure food safety.

Besides, the NSLMNFA emphasizes more on comparison. Actually, the MMNFA just requirs the applicants to submit testimonial materials of new food additives' application conditions and effect in oversea countries and regions. And the NSLMNFA pays more attention to the comparison. For instance, the applicants should submit testimonial materials of the contrast effect in food including and excluding new food additives and the quality specification comparison material contrasted with international organizations and other countries, reflecting that Chinese government focuses on the necessity of new food additives' launch.

Moreover, the NSLMNFA encourages the public to offer suggestions on the management of new food additives. According to the MMNFA, comments from the public shall be solicited when it comes to the necessity and effect of the use of new food additives. From this aspect, the NSLMNFA welcomes suggestions and opinions of new food additives and its management, which may arouse the enthusiasm of the public to offer their views.

In general, the NSLMNFA may raise the difficulty in applying for new sweeteners in China. On one hand, the NSLMNFA will improve the laws and regulations on new food additives, which may increase the application producers of food additives; on the other hand, many food safety incidents caused by food additives happened in 2011, which has aroused Chinese people's concerns about food additives. And the encouragement of suggestions and opinions may assist Chinese government to receive more public suggestions, which may drive it to take a more cautious attitude to the approval of new food additives. 

With efforts from Chinese government to strengthen the management of food additives, the new food additives which will be launched in the future may be natural and efficient. For example, it is estimated that thaumatin may be approved as a new sweetener in China. Mr. Wu, Secretary-General of Sweetener Professional Committee of Chinese Food Additives and Ingredients Association, predicted that thaumatin will be approved to use in food and beverages in China thanks to its natural extract and high intensity of sweetness. What's more, Some Chinese producers have already applied for thaumatin to be used as a new sweetener, and the applications are in progress now.
