Government continues to subsidize bio-pesticides

 
So China focuses on how to implement subsidy projects of bio-pesticides sufficiently. In April 2013, the Ministry of Agriculture of China (MOA) issued a central policy document, which stated that China would continue to carry out the project of subsidizing policy about using bio-pesticides and other low-toxic pesticides in some provinces as demonstrating areas in 2013, and there should be no less than 10 provinces that can receive subsidy on bio-pesticides in some of their vegetables and fruits production bases.
 
Under this circumstance, Jiangsu, Jiangxi, Hunan and some other provinces continue to execute the subsidy project for bio-pesticides and other low-toxic pesticides. A new bio-pesticide list (2013) with provincial financial subsidy was issued by the Jiangsu Provincial Commission of Agriculture on 27 June. By 2013, the subsidy project for bio-pesticides for vegetables has been implemented in Jiangsu Province for three consecutive years, which is an encouragement for the bio-pesticide industry. The new list includes nine products (see the table below), which can be purchased with subsidy.
 
The subsidy will be used to push ahead with the demonstration projects about the control of vegetable pests and diseases. The demonstration area would be built permanently in vegetable production bases. Professional cooperatives, enterprises and large plantations which grow vegetables have priority to the subsidy.
 
Apart from Jiangsu, Shanghai City also implements subsidy project for bio-pesticides, providing 50% of the subsidy in the beginning, and then the rest 50% is from local fiscal revenue. Farmers in the demonstration area in Shanghai can get free bio-pesticides at present. Other regions such as Jiangxi, Hunan, Guangdong, Hainan, Shandong and Henan subsidize bio-pesticides as well.

With the price of pesticides increasing year by year, the government is raising subsidy for the purchase of them accordingly. However, the pesticides which the government subsidized are generally chemical pesticides at present. For this, some insiders suggest that the proportion of subsidized bio-pesticides should increase.
 
Furthermore, the subsidy projects are carried out only on a small scale at present, which exerts limited influence on farmers, because few cities in China could keep pace with the economic level as well as the fiscal power of Shanghai City to afford subsidy projects on a large scale, for instance, Jiangxi Province, which was included on the list of provinces where governments carried out subsidy demonstration project for bio-pesticides. But the subsidy demonstration project of Jiangxi Province only covered two counties namely Jing'an County and Xinjian County, with a total area of only about 1,000 ha. in 2012, according to Jiangxi Provincial Department of Agriculture.

Huapont-Nutrichem's pesticide business performs well in H1 2013


As disclosed in Huapont-Nutrichem's 2013 semi-annual report, the company's revenue of pesticide products reached approximately USD270.60 million, with a year-on-year increase of 20.60%, accounting for 77.10% of the total revenue. Notably, the pesticide business has become the largest business of Huapont-Nutrichem at present. Besides, the gross profit margin of the company's pesticide products was 16.19%, up 23.19% year on year, which also made a significant contribution to the company's net profit in H1 2013. The year-on-year growth rate of the gross profit margin of the company's pesticide products took the first place of all its major businesses.

It is worth noting that, as main products of the company's pesticide business, herbicides have contributed a lot for the good performance of Huapont-Nutrichem in H1 2013. Specifically, the revenue of metamitron products sharply increased by 90.82% year on year to USD33.33 million, accounting for 12.32% of the total revenue of the company's pesticide business in H1 2013, with a relatively high gross profit margin of 32.24%. Also, the revenue of 2,4-D witnessed a year-on-year growth rate of 57.39% during the period, reaching USD10.00 million.

On the whole, in H1 2013, Huapont-Nutrichem's total revenue reached about USD350.99 million, increasing by 19.63% compared with that in the same period of last year. Its net profit was USD25.95 million, with a sharp year-on-year decline of 30.27%. The decline was mainly attributed to the non-recurring items. The net profit excluding the non-recurring gains or losses should be USD27.64 million, with a year-on-year increase of 11.42%. In H1 2012, the company earned a profit of USD15.36 million (RMB94.80 million) from the company's investment on the shares of Western Securities, while it got no profit from this investment in H1 2013.   
                                                                                  Huapont-Nutrichem predicts that the company's net profit is likely to be USD30.04 million-USD45.07 million (RMB185.45 million-RMB278.18 million) in the first three quarters of 2013, down 10.00%-40.00% compared with that in the same period of last year. The reason of the decline is that the company will earn no profit on the investment of holding shares of Western Securities in Q1-Q3 2013 but in Q1-Q3 2012 it did. However, the company also explained that its net profit excluding the non-recurring items may enjoy a year-on-year growth of 0.00%-20.00% in the first three quarters of 2013.

Review of Anhui Huaxing’s performance in H1 2013

Anhui Huaxing, a listed herbicide and insecticide manufacturer in China, achieved a revenue increase of 38.08% YoY in H1 2013, reaching USD115.44 million. According to the company, the revenue growth was mainly due to its product promotion at home and aboard and the product structure adjustment. Another cause was that one of its wholly subsidiaries namely Anhui Linearfull Modern Agriculture Co., Ltd. witnessed an outstanding revenue growth, increasing to USD38.74 million in H1 2013, from USD11.38 million in H1 2012.
 
Meanwhile, Anhui Huaxing's net profit turned loss into gain in the half year. In H1 2012, Anhui Huaxing suffered a loss of USD0.88 million. Owning to the price rise of glyphosate in H1 2013, the company's net profit in the half year turned to be positive—USD2.15 million.
 
Pesticides, as Anhui Huaxing's major business, brought revenue of about USD84.24 million in H1 2013, up 6.77% YoY. The gross profit margin of it increased by 6.79 percentage points YoY as well, reaching 19.44% in the first half year. Among the company's sub-industries of pesticides, fungicides' YoY revenue growth and gross profit margin in H1 2013 were 29.22% and 27.91% respectively, much higher than the others, even though the proportion that fungicide products accounted in the total revenue was less than insecticide and herbicide products accounted.
 
Sales performance of Anhui Huaxing gained improvement in both domestic market and overseas market in H1 2013, with a revenue growth of 29.33% and 24.54% YoY respectively. The revenue at home captured a bigger proportion, reaching USD81.98 million, compared with USD32.81 million from the overseas market.
 
According to Anhui Huaxing, the pesticide projects it invests in currently mainly includes relocation projects of 5,000t/a glyphosate, 6,000t/a monosultap and 6,000t/a bisultap. As of the end of H1 2013, 60.06% of the relocation project process of glyphosate had been completed, and that of monosultap and bisultap had completed 7.69%.
 
Last but not least, it is worth noting that cash inflow on Anhui Huaxing's financial activities in H1 2013 reached USD332.17 million, which was attributed to the additional new stocks issued for CEFC Shanghai Oil Group Co., Ltd. (CEFC Shanghai). Due to the financial activities, Anhui Huaxing's leadership had been adjusted and Anhui Huaxing has become a subsidiary of CEFC Shanghai. As a result, Anhui Huaxing's total assets increased by 98.87% on 30 June, 2013, compared with that in the beginning of 2013, and its total liability dropped 49.70% in the closing balance, compared with that in the opening balance.

Fungicide application in early rice planting in three regions of Hunan in 2012

In terms of the results of a pesticide survey lately conducted by CCM, Jingangmycin, isoprothiolane and propiconazole•difenoconazole 30% EC (Brand name: Armure) were the mainstream rice fungicides in the early rice planting of Hengyang, Yueyang and Changde of Hunan Province in 2012.

CCM has recently completed a survey of pesticide application for 2012 early rice planting in Hengyang City (Hengyang), Yueyang City (Yueyang) and Changde City (Changde) of Hunan Province. In the survey, a total of 900 farmers in these three regions were interviewed. The survey covered 69 pesticides, including 34 insecticides, 19 herbicides, 14 fungicides, 1 rodenticide and 1 molluscicide. In this issue, Fungicides China News 1305, CCM focuses on the application of fungicides in these three key rice planting regions of Hunan.

According to the survey, the market value of fungicide products was the highest in the early rice planting of Hengyang in 2012 among the three regions, amounting to about USD22.74 million (RMB140 million), accounting for 18.7% of the total (pesticides' market value in the region). Though the market value of fungicide products was the lowest in the early rice planting of Yueyang, around USD11.37 million (RMB70 million), the region's application proportion of fungicides in the total pesticides ranked No. 2, reaching 15.9%. As for Changde, the application proportion of its fungicides in early rice planting was only 15.4%, lower than those of the other two regions.

In general, the use volume of jingangmycin, one of the conventional rice fungicides, was the largest in the early rice planting of Hengyang, Yueyang and Changde of Hunan in 2012, thanks to its sound performance-to-price ratio and widespread application. It is followed by isoprothiolane, a product mainly used to control rice blast, one of the most serious rice diseases, and propiconazole•difenoconazole 30% EC (Brand name: Armure) produced by Syngenta, a world-leading crop protection company. In addition, tricyclazole, mancozeb, iprobenfos, carbendazim, kasugamycin, etc., have a certain market share in the early rice planting of the three major rice production regions of Hunan last year.

Specifically, the application of isoprothiolane was the highest in the early rice planting of Yueyang in 2012, accounting for 30.0% of the total (rice fungicides). It is particularly worth noting that in the early rice planting of Changde, jingangmycin's application proportion reached as high as 53.2% last year, far above the levels in Hengyang and Yueyang. And Armure, the most popular brand of rice fungicides, received much favorable comments from the local rice growers in Hunan, owing to its excellent prevention and control efficacy on rice diseases, especially rice sheath blight; the application proportions of this fungicide in the early rice planting of Hengyang, Yueyang and Changde in 2012 were 16.5%, 20.6% and 9.2% respectively.

As a matter of fact, most rice growers in Hengyang, Yueyang and Changde have almost no brand awareness in choosing a pesticide. Thus, only a few rice fungicide brands were mentioned in this survey, and the top three ones in terms of mentioned times in the survey were Armure, Nativo (trifloxystrobin•tebuconazole 75% WDG) and Horizon (tebuconazole 430g/L SC). The latter two belong to Bayer, one of the well-known multinational companies. Worse still, many farmers in Hengyang, Yueyang and Changde know little about preventing and controlling rice diseases by good rice fungicide brands from domestic agrochemical companies.


Hunan is one of the major rice producing provinces in China, with a large market for rice fungicides. To capture more market shares, not only multinational companies but also domestic agrochemical ones need to continuously strengthen the training of fungicide-using level for the local farmers and help them build a good brand awareness.

Overall pesticide market condition in China


In pace with the Chinese government's great support of agriculture production, the demand for pesticides in China has witnessed a steady growth in the past few years. As the demand has grown, the development of the pesticide industry in this period has also enjoyed a good development which has made China the second largest pesticide production country and one of the largest pesticide export countries in the world, according to China Crop Protection Monthly Report 1303, issued by CCM in March.
 
In view of the blooming industry providing a very good opportunity for running business, more and more pesticide enterprises have been founded and lots of new pesticide projects have been launched. Till the end of 2012, there were totally over 1,800 pesticide manufacturers in China, including over 500 pesticide enterprises in TC production. Over the several years of development, China's pesticide output (converted to 100% TC, the same as below) in the past few years has witnessed a continuous growth from 1.04 million tonnes in 2005 to 3.55 million tonnes in 2012.
   
Domestic pesticide TC production enterprises have also shown great comprehensive advantages over foreign pesticide enterprises from developed countries in raw material purchase, resource supply (energy, water, etc.), human resource cost, policy support, etc. These advantages helped China become one of the main undertakers during the transfer process of foreign pesticide capacity. China's pesticide export volume has witnessed a steady growth in the past several years, from 428,000 tonnes in 2005 to 897,400 tonnes in 2012.

Forecast on the HS shell & major crop diseases


Demand for forestry pesticides in China is huge, and local governments procure lots of pesticides and pesticide machinery for the control of forest insect pests every year. Thus, the potential purchasers of the HS shell are mainly governments and forestry industry associations. If the HS shell proves to perform efficiently in the control of forest insect pests, it may be adopted for application in agricultural pesticides for the protection of fruit trees, tea trees, etc. from pests.

China Crop Protection Summit 2013 Online to be Presented on 6th March


China Crop Protection Summit (also known as CCPS) is to be presented on internet at 17:00 (GMT+8, Beijing Time) on 6th March. This is the first webinar of the CCPS 2013. Five webinars will also be held online every two months starting in March.

In the past years, CCPS has been successfully held with a lot of very valuable information and insights presented by the summit speakers. Then what will be the highlights of CCPS 2013?

According to the organizer, CCM, a consulting company in China, the first webinar of CCPS 2013 will focus on the consumption research of agriculture resources in Hunan.
