Hunan Province establishes nano-pesticide innovation alliance

Summary: In early Sept. 2014, with Hunan Provincial Crop Protection Industry Association as initiator, Hunan Nano-pesticide Innovation Alliance was set up. Many a university and enterprise helped its establishment. The members of the alliance will work together to explore the new nano-materials' application on pesticides, research and develop nano-insecticides, nano-fungicides, and nano plant growth regulators, according to Insecticides China News 1410 on October by CCM.
In early Sept. 2014, Hunan Nano-pesticide Innovation Alliance was set up. This alliance was initiated by Hunan Provincial Crop Protection Industry Association. Central South University, Hunan Agricultural University, Hunan Academy of Agricultural Sciences, Hunan Provincial Plant Protection Station, Guangzhou Nacomes New Materials Co., Ltd., Hunan Shenlong Super Rice High Yielding Biochemical Co., Ltd., Hunan Dongyong Chemical Co., Ltd. as well as other units also contributed to establishing the alliance. The members of the alliance will work together to explore the new nano-materials' application on pesticides, research and develop nano-insecticides, nano-fungicides, and nano plant growth regulators, which triggered an innovation in pesticide technology.
This alliance focuses on the following points:
1. Research the pesticide effect on the target, the invasion approach and efficiency of polypides and pathogens, and the improvement of bio-activity and effect of toxic killing;
2. Research the new nano-materials' application on pesticide processing, explore the formulas and processing techniques of nano-pesticides, improve the water-based dispersion characteristics of indissolvable pesticides, and advance the bioavailability;
3. Realize the efficient medicine carrying through encapsulation and adsorption, so as to realize the controlled release of medicines and to extend their durations;
4. Research on the accelerated degradation of pesticide residue to improve its environmental behaviour and biosecurity, reduce the residue and environmental pollution, reinforce the security of chemical prevention and treatment to ecological environment;
5. Improve the leaf-surface attachment, retention, and coverage of pesticides so as to enhance the effective availability and reduce the loss.
If nano-insecticides, nano-fungicides, and nano plant growth regulators developed by Hunan Nano-pesticide Innovation Alliance are successful, it will influence the picture of pesticide field, because these pesticides can resolve the disadvantages of most pesticides in the market: their effect, utilization, environmental protection, etc. Meanwhile this R&D technology will be the driving force of the technological innovation in other enterprises.

Insecticide industry plays an important role in the whole pesticide industry in China and it witnessed great development in the past few years. So far, China has become one of the top insecticide a.i. suppliers in the world. The direction of insecticide variety is towards high efficiency, low toxicity and environmental friendly. From the perspective of output, in recent years, the output of insecticides in China has been declining. However, its output value has been increasing. Specifically, the output value of insecticides in China increased to about USD11.50 billion in 2013 from over USD4.00 billion in 2007. In other words, from the view point of output value, the insecticide business will still be the key growth point in China's whole pesticide industry in the next 10 years. From the issues of Insecticides China News, we will keep track of China's insecticide industry and this can help you know what market China will explore as well as acquaint you with the current market dynamics of China's insecticide industry. The Insecticides China News will offer you the latest information and analysis of China's insecticide market, including new legislations, company strategies, investment opportunities, advanced technologies and quality insecticides that China longs for, crops planting situations and pests stricken situations, facilitating your search for commercial opportunities in China's huge market.

Government continues to subsidize bio-pesticides

So China focuses on how to implement subsidy projects of bio-pesticides sufficiently. In April 2013, the Ministry of Agriculture of China (MOA) issued a central policy document, which stated that China would continue to carry out the project of subsidizing policy about using bio-pesticides and other low-toxic pesticides in some provinces as demonstrating areas in 2013, and there should be no less than 10 provinces that can receive subsidy on bio-pesticides in some of their vegetables and fruits production bases.

Under this circumstance, Jiangsu, Jiangxi, Hunan and some other provinces continue to execute the subsidy project for bio-pesticides and other low-toxic pesticides. A new bio-pesticide list (2013) with provincial financial subsidy was issued by the Jiangsu Provincial Commission of Agriculture on 27 June. By 2013, the subsidy project for bio-pesticides for vegetables has been implemented in Jiangsu Province for three consecutive years, which is an encouragement for the bio-pesticide industry. The new list includes nine products (see the table below), which can be purchased with subsidy.

The subsidy will be used to push ahead with the demonstration projects about the control of vegetable pests and diseases. The demonstration area would be built permanently in vegetable production bases. Professional cooperatives, enterprises and large plantations which grow vegetables have priority to the subsidy.

Apart from Jiangsu, Shanghai City also implements subsidy project for bio-pesticides, providing 50% of the subsidy in the beginning, and then the rest 50% is from local fiscal revenue. Farmers in the demonstration area in Shanghai can get free bio-pesticides at present. Other regions such as Jiangxi, Hunan, Guangdong, Hainan, Shandong and Henan subsidize bio-pesticides as well.

With the price of pesticides increasing year by year, the government is raising subsidy for the purchase of them accordingly. However, the pesticides which the government subsidized are generally chemical pesticides at present. For this, some insiders suggest that the proportion of subsidized bio-pesticides should increase.

Furthermore, the subsidy projects are carried out only on a small scale at present, which exerts limited influence on farmers, because few cities in China could keep pace with the economic level as well as the fiscal power of Shanghai City to afford subsidy projects on a large scale, for instance, Jiangxi Province, which was included on the list of provinces where governments carried out subsidy demonstration project for bio-pesticides. But the subsidy demonstration project of Jiangxi Province only covered two counties namely Jing'an County and Xinjian County, with a total area of only about 1,000 ha. in 2012, according to Jiangxi Provincial Department of Agriculture.
