Cooperation between seed enterprises and research institutes: undesirable


In 2011 the State Council of the People's Republic of China issued the Suggestions for Accelerating Development of Modern Crop Seed Industry (the Suggestions), which clearly laid emphasis on "leading and actively mobilizing research institutes and colleges to gradually withdraw from commercialized breeding, and to establish the dominant status of technological innovation in seed enterprises". However, the results have been unsatisfactory.

Since the birth of China's seed industry, the breeding, production and promotion of seeds have been totally out of joint in China. In order to establish the dominant status of technological innovation in seed enterprises, commercialized breeding should be gradually removed from research institutes. Since the issuance of the Suggestions two years ago, there have been huge difficulties in the reform of agricultural research systems, along with strong resistance and few contributions.

On the one hand, relevant departments have not attempted to promote reform and to rationally allocate resources to remove commercialized breeding from research institutes from the macro policy perspective; instead they advocate the collaboration between seed enterprises and institutes, or the R&D alliance between the two sides. On the other hand, officials and scholars conduct investigations on the collaboration between seed enterprises and institutes, and the cooperation is also a hot topic on magazines. Authoritative experts observe that "the reform goes from bad to worse under the guidance of misconception".

It is feasible for those seed enterprises that are qualified for the research system "breeding, production and promotion" to voluntarily cooperate with institutes on seed researches, to buy varieties from the latter, or to temporarily transfer researchers from the latter.

However, the cooperation is not what the development of a seed enterprise relies on. To place the cooperation in a dual-track system with double benefits means that research institutes sell their varieties to enterprises, and that seed enterprises buy varieties from institutes. But the contrasting rules and intentions of the two sides cause seed enterprises to give up technological innovation, and to become a permanent "seed supermarket" instead.

Disagreement on time for cooperation

Scientific research is an incremental process, and the breeding of a variety takes 7-8 years, along with unpredictability, while seed enterprises hope to get the results as soon as possible, usually without a clear understanding of the time required for breeding. As a result, they may quit the cooperation at any time when getting no positive short-term outcome.

Conflicting cooperation purposes

For research institutes, the breeding of varieties is aimed at publications and academic titles, while product conversion is often considered secondary. Scientific evaluation of a newly developed variety usually takes five years, but seed enterprises buy existing varieties for the purpose of instant profits. Thus, both sides have conflicting aims and conflicting purposes for entering into a cooperation.

Enterprises signs contracts with varying ranks of research units, such as institutes, chambers, research groups, and even individuals, which hints at the inefficiency of legally binding agreements. Therefore, the alteration or the adjustment of leaders and research of the institute also influences the cooperation. Furthermore, cooperation between seed enterprises and research institutes is all about unconstrained contracts and purchases. Because of that, a long-term stable partnership cannot get established between both sides. Seed enterprises expect instant success, and they may break up the partnership if they cannot obtain expected profits.

Disagreement on variety rights

Seed enterprises pay institutes for R&D on seeds in the hope of obtaining exclusive rights on a seed variety and to obtain exclusive rights to explore the market, which help the company elevate its reputation. However, institutes are not willing to make their resources and breeding information open to society. Institutes are willing to transfer variety distribution rights to multiple enterprises in order to expand the promotion of the seed variety, and to possibly increase their eligibility for State Science and Technology Prizes and other awards. Thus, cooperations between seed enterprises and research institutes prioritise the institute's interests over the seed enterprises' interests, which creates conflict.

Divergence in economic foundations

Nowadays agricultural research institutes still follow the planned economic system, while seed enterprises have just entered the market economy. Cooperation between the two parties belonging to totally contrasting economic systems makes it difficult to maintain a balance between competition and profit distribution. Thus, the so-called "industry-university-research cooperation" between the industry and researchers based upon a market orientation and sharing interests and risks are unattainable.

The market economy has so far been the most efficient economic system, and enterprises boost its development by way of science and technology. The developmental experience of the world's developed countries proves that enterprises are the mainstay of the development of the market economy, of technology innovation, and of the formation of independent intellectual property rights. Also, the establishment of an innovation-oriented country and the improvement of independent innovation rely on the support from thousands of innovation-oriented enterprises. For every country, under the current situation of rapid global economic development, the decline of enterprises will inevitably lead to the downfall of the national economy; similarly, the rise of enterprises will certainly boost the national economy.

Main market situation of bitter gourd seed in South China


Bitter gourd, also called bitter melon, is a popular vegetable in domestic market, with its special medicinal effects in reducing pathogenic fire. Originated from tropical and subtropical regions, bitter gourd has been widely planted in China for long-time artificial planting and breeding, but it is mainly concentrated in South China covering Guangdong, Guangxi and Hainan, according to CCM International’s July issue of Seed China News.
 
In order to figure out the main market situation of bitter gourd seed, CCM International invites an industry insider- Meng Lei to talk about the bitter gourd seed market in South China. Meng Lei, who obtained his Master's degree of agronomy from South China Agricultural University, currently acts as a sales manager of Guangdong Kenong Vegetable Seed Co., Ltd. (Guangdong Kenong) which mainly operates vegetable varieties bred by Vegetable Research Institute, Guangdong Academy of Agricultural Sciences (VRI, GDAAS).

CCM International: What are the major types of bitter gourd in South China?
 
Meng Lei: Generally speaking, there are four major types of bitter gourd in South China, namely striped protuberance type (long-oil bitter gourd, 长身油瓜), granular protuberance type (pearl bitter gourd, 珍珠苦瓜), the intermediate type of the two above (intermediate type) and coniform fruit type (coniform bitter gourd, 大顶苦瓜). Long-oil bitter gourd and pearl bitter gourd are the leading types in South China, occupying a vast majority of total bitter gourd area. 

CCM International: Which type of bitter gourd do consumers prefer to eat in South China?
 
Meng Lei: The eating habits of bitter gourd are different for residents in various areas. It is common that consumers in a place would prefer the special taste of a type of bitter gourd and would probably not accept other types of bitter gourd. The quality of pearl bitter gourd is generally better than that of long-oil bitter gourd and most consumers prefer to eat pearl bitter gourd which is becoming more popular in South China.
 
CCM International: How vast is the planting area of bitter gourd in South China?
 
Meng Lei: The planting area of bitter gourd is not fixed, generally fluctuating with the changes of bitter gourd price and consumption habits in local areas. As far as we know, the total planting area of bitter gourd in Guangdong maintains around 20,000 ha. each year; Guangxi and Hainan would totally have 13,000 to 20,000 ha. of bitter gourd planting fields.
 
CCM International: What about the major planting distributions of bitter gourd in South China?
 
Meng Lei: Nearly all key vegetable counties in the three provinces or regions of South China have bitter gourd planting fields more or less. In Guangdong, bitter gourd planting is mainly concentrated in Jiangmen, Dongguan, Huizhou, Shanwei, Yufu, etc.; in Guangxi, it is mainly concentrated in Nanning, Guilin, Liuzhou, etc. Bitter gourd is widely planted in Hainan but the total planting area is relatively small and the multiple cropping index is relatively high in Hainan, compared with that in Guangdong and Guangxi.
CCM International: Can you introduce some prominent varieties of bitter gourd in South China?
 
Meng Lei: In South China, most varieties of long-oil bitter gourd are bred by VRI, GDAAS, such as the representative variety "Fenglv" (丰绿) which once held half of bitter gourd planting fields in Guangdong. As for pearl bitter gourd, various excellent varieties have been bred or introduced by a number of units such as Known-You Seed Co., Ltd. (Known-You), Shantou Jinhan Seed Co., Ltd. (Shantou Jinhan), Guangdong Provincial Improved Variety Introduce Service Corporation (GPIVISC), etc., with some representative varieties like "Black Pearl" (黑珍珠), "Cuifei" (翠妃), "Lvxiu" (绿秀), etc. The intermediate type of bitter gourd generally has a small market share in South China, only planted in some areas. Coniform bitter gourd is also mainly concentrated in some areas of South China like Jiangmen City of Guangdong Province, with some representative varieties like "Yuhe" (玉和) and "Cuilv 3" (翠绿3号).
 
CCM International: Which varieties of bitter gourd do farmers prefer to plant in South China?
 
Meng Lei: Farmers like to plant those bitter gourd varieties which can bear fruits with higher selling price in market. It is sure that the fruit prices of winter-planting and early-maturing bitter gourd varieties are generally higher than those of common varieties, and thus many farmers prefer to plant winter-planting and early-maturing bitter gourd. Moreover, the bitter gourd varieties with high yield, good appearance and nice quality are also well recognized by farmers in South China. As mentioned above, pearl bitter gourd with better quality is quite popular among farmers, compared with other bitter gourd varieties.

CCM International: Are bitter gourd seeds sold by weight or grain number in the market?
 
Meng Lei: In the market, bitter gourd seeds are sold either by weight (gram) or by grain number. However, bitter gourd seeds sold by grain number usually have better quality and higher price while bitter gourd seeds sold by weight mostly belong to medium and low grades. Overall, high-grade bitter gourd seeds have been coated to enhance planting performance and improve commodity value before selling in the market. (Guangzhou China, September 1, 2011)

Land Circulation Expected to Promote Seed Industry


Land circulation is espected to benefit domestic seed industry, as seed manufacturers are able to achieve independent seed production in farmlands leased from farmers, according to CCM International’s May Issue of Seed China News.
 
In the past, most domestic seed manufacturers entrusted farmers to produce crop seeds, by providing the latter with planting materials and corresponding remuneration. After harvest, seed manufacturers purchased seeds or fruits from farmers and conducted seed processing and marketing. However, seed qualities covering purity, cleanliness, germination rate and moisture content could not be effectively ensured, which has limited the development of domestic seed industry to a large extent.
 
By leasing land from farmers who own the use right of rural land, seed manufacturers could afford to independently and reasonably use contiguous land in seed production, more efficiently ensuring seed quality. In addition, some farmers' seed propagation and sale without permission would be greatly prevented, which is conductive to build a better market order in seed industry.
 
For farmers transferring land-use rights to seed manufacturers, they could liberate themselves from the land contract and receive lease charges. Moreover, these farmers' subcontract of land-use rights could also take part in seed propagation or production in their lands and further increase their incomes. Therefore, land circulation between farmers and seed companies could benefit both sides.
 
Actually, some seed companies have actively cooperated with farmers on land circulation. For example, Beijing Doneed Seeds Co., Ltd., one leading corn seed company at home, has signed an agreement with farmers in Zhangye City, China's largest corn seed production base, to rent the farmland covering the area of 333.33 ha. (5,000 mu) in corn seed production for the year of 2012. Origin Agritech Limited (Origin), a technology-focused corn seed company listed in NASDAQ, has also rented large area of lands from local farmers to conduct corn seed production.
 
Revealed by industrial insiders, land circulation for corn seed production has also been rapidly developed in Xinjiang, located in the northwest corner of China, with unique natural environment for corn planting and corn seed production. More and more seed companies from interior China, such as Shandong Denghai Seeds Co., Ltd. (Shandong Denghai), Origin, Liaoning Dongya Seed Co., Ltd., etc., have rushed to Xinjiang to rent farmland for corn seed production.
 
Hubei Provincial Seed Group Co., Ltd. (HPSG), a state-owned seed company based in Hubei Province, signed a land circulation agreement with a town government in Ezhou City in July 2011, aiming to build a large rice seed production base.
 
To support seed industry and boost agricultural development, local governments of some areas have made related policies on land circulation. For example, the municipal government in Chongqing City, Southwest China, encourages large seed companies to build seed production bases of rice, potato, vegetables, etc., in way of leasing land from local farmers or rural cooperatives.
 
In Linze County, Zhangye City, local government has taken land circulation as an important task in promoting the construction of corn seed production bases. The government recommends farmers or rural cooperatives to transfer land-use rights to seed companies for seed production, to provide a lump-sum incentive of USD119.05/ha. (RMB50/mu) for the transferors who subcontract land for over 10 years.

In Oct. 2008, Chinese government issued the rules that it allows farmers to lease their contracted farmland or transfer their land-use rights, an important part of land reform efforts intended to double rural income by 2020.
 
Chinese farmers are traditionally family-centered in their thought and action, passionately attached to their land. Therefore, there are still part of the farmers who do not want to transfer their land-use rights or give up land contracts, especially experiencing the land circulation forced by regional governments. However, all transfers of land-use rights must be voluntary, with adequate payment.
 
It seems to be a trend that domestic seed manufacturers enhance seed production through land circulation. Industrial insiders believe that land circulation would be an effective method to boost seed industry and improve the overall efficiency of agricultural production in China, relying on enterprises' standardized and large-scale producing operation. With adequate payment, more and more farmers are willing to take part in land circulation and increase their incomes.

Corn Seed Production Flourishing in Xinjiang

Xinjiang Uyghur Autonomous Region (Xinjiang), lies in the northwestern corner of China, with unique natural environment for corn planting and corn seed production. In recent years, the status of Xinjiang has been highlighted in domestic corn seed production, with the more intensive competition of corn seed production in Zhangye City (Zhangye), Gansu Province, the largest corn seed production base in China, according to CCM International’s March Issue of Seed China News.

With the continuous influx of corn seed companies, the competition for land resources in Zhangye has become more and more intensive. The absorptive capacity for corn seed manufacturers in Zhangye has almost reached its limit. Revealed by some industrial insiders, the corn seed market in Zhangye has been in a certain chaotic situation, with widespread behaviors like disordered competition and infringements. 

It seems to be a trend that a growing number of seed manufacturers have established their seed production bases in Xinjiang. Apart from some local prominent companies such as Xinjiang Condy Agri-Genetics Co., Ltd., Xinjiang Huaxi Seed Co., Ltd. and Xinjiang Xinshi Seed Co., Ltd., a number of large seed companies from outside have also developed corn seed production bases in Xinjiang, like Shandong Denghai Seeds Co., Ltd. (Shandong Denghai), Liaoning Dongya Seed Co., Ltd. (Liaoning Dongya), Shanxi Tunyu Seed Industry Co., Ltd., Origin Agritech Limited (Origin), etc. Moreover, some multinational companies also have collaborative business of corn seed production in Xinjiang. 
 
Shandong Denghai has a large base for corn seed production in Ili Kazak Autonomous Prefecture (Ili), located in western Xinjiang. The corn seed production base in Ili is able to provide around 40,000 tonnes of corn seeds each year, mainly for the company's leading corn varieties promoted in the major corn planting areas. In 2009, the company collaborated with a subordinate unit of Xinjiang Production and Construction Corps to buil a corn seed processing plant in Bole City, northwest of Xinjiang. Aiming to compete for local corn seed producing bases, Shandong Denghai made capital injection to its subsidiary in Changji Hui Autonomous Prefecture (Changji) at the end of 2011.
 
Origin, a technology-focused corn seed company listed in NASDAQ, has also enhanced its corn seed production capacity in Xinjiang. After founding a joint venture with a local prominent seed player which is affiliated to Fifth Agricultural Division, Xinjiang Production and Construction Corps, a corn seed production base with premier corn processing equipment was under construction which is expected to be initially launched in Sept. 2012, with the investment of totally over USD46.55 million (RMB300 million). Revealed by Niu Jinsheng, President of the joint venture, the total planting area for corn seed production should be over 6,666.67 ha. (100,000 mu) by then.
 
Nanjing Shenzhou Seed Co., Ltd. (Nanjing Shenzhou), a Sino-Japanese joint venture, established a joint venture in Xinjiang with a local state-owned partner, Tenth Agricultural Division affiliated to Xinjiang Production and Construction Corps in May 2011. The new founded subsidiary is going to build a 2000 ha. hybrid corn seed production base in 3 years.
 
Seed companies in local and outside generally produce corn seed by signing contracts with local corn growers or cooperate with subordinate units of Xinjiang Production and Construction Corps, a special organization integrating military and enterprise which has large areas of farm lands and intensive agricultural production system.

China’s Corn Seed Business Becomes More and More Popular

It seems to be a trend that quite a few seed players are getting involved in corn seed industry in succession or further enhancing their existing corn seed business. The corn seed market, as the largest sector in domestic seed industry, has strongly attracted seed players both at home and abroad.

Most leading seed companies in China run corn seed business and many companies have taken corn seed as the core business. Some insiders even believe that those seed companies without corn seed business would be marginalized sooner or later. Unlike Shandong Denghai and Gansu Dunhuang, Longping High-tech is very weak in corn seed business. However, Longping High-tech is making great efforts to open up the corn seed market.

When some listed companies such as WanXiang Doneed and Origin are vigorously enhancing their corn seed business, Winall Hi-tech declares to develop the corn seed business by purchasing a prominent company located in Northeast China. Other multinational corporations such as Monsanto, Chia Tai Group, KWS are also eyeing domestic key planting areas of corn, with their headed varieties.
