The 12th China Seed Workshop Achieved Complete Success


The 12th China Seed Workshop organized by China Seed Workshop Association & CCM, have been successfully held at Beijing Dacheng Road No.9 Hotel on 12th September, 2012. The summit has attracted top managers from famous enterprises to attend, such as Bric Global Agricultural Consultant LTD., Limagrain, Rijk Zwaan, etc., and it has achieved complete success. About 40 delegates from different companies were involved in this event to discuss the current situation and future development of China Seed Workshop and seed policy interpretation.

Acting as a high-end platform to communicate with top-level experts and business managers face to face, China Seed Workshop has been successfully organized for the years. COFCO Launches Pig Feeding Trust


A new form of investment in livestock breeding industry appears in China. Recently, COFCO Meat Investment Co., Ltd. (COFCO Meat) and COFCO Trust Co., Ltd. (COFCO Trust), both of which are subsidiaries of China's largest food manufacturer and trader COFCO (China National Cereals, Oils and Foodstuffs Corporation), have cooperated to launch a new financial investment product–trust for scaled pig feeding–in Dongtai City, Jiangsu Province, according to CCM’s June issue of AgriChina Investor.
  
According to introduction of the pig feeding trust on the official website of COFCO Trust, the total trust capital is USD2.38 million (RMB15 million), and investors can get float return by the end of the 12-month duration of trust.
 
Outside investors could subscribe to this financial trust product (one contract referring to a piglet with weight of about 20kg) via COFCO Trust. COFCO Trust entrusts COFCO Meat as investment management agent to manage, care for and fatten pigs, with all the relevant expenses burdened by the trust capital. The fattened pigs (about 100kg each) will be sold at market price, with earnings regarded as trust return.
 
This trust product is innovative, as this is the first one related to pig feeding and it is a kind of financial investment in a real commodity. On 20 June, 2012, COFCO Trust expressed that the first session of trust has been completed and the ROI was about 6%; the second session of pig feeding trust will be launched in the future.
 
COFCO Trust expressed that COFCO Meat could concentrate resources and power into the core steps of the industrial chain such as the culture of breeding pigs while introducing outside resources and capital to take part in other secondary steps such as caring, fattening and fattened pig sales.

This mode carried out by COFCO Meat and COFCO Trust could be extended to a new one, the so-called "Enterprise + Base + Farmer + Financial Institute". In this improved mode, farmers (or private companies) feed pigs; COFCO Trust (or other trust companies) provides capital and COFCO Meat offers breeding technology and administration. 

Recently, livestock breeding is a hot field attracting many financial investors and those in other industries. For example, in 2009, Ding Lei, founder and CEO of the leading China-based Internet technology company NetEase.com Inc., proposed his idea of a pig breeding project, arousing great public concerns. Legend Holdings Ltd., China's top PC manufacturer, established an agricultural business department in 2010 and initiated its strategic investment in agricultural industry in 2011. In March 2012, Wuhan Iron and Steel (Group) Corporation, a state-owned steel super giant located in Central China, disclosed its plan to build a pig farm. Later on 11 June, 2012, Shanxi Coking Coal (Group) Corporation, China's largest coking coal supplier, signed a strategic contract with Shuanghui Group to cooperate in pig slaughtering. 

COFCO Trust's pig feeding trust is an innovative product of investment in pig breeding industry. But whatever the investment form is, there are risks in pig breeding industry. Firstly, pork price fluctuates frequently and it is hard to be forecasted, and thus it's hard to ensure the profit level, although sometimes it is relatively high. Secondly, it's hard to precisely control the cost, as feedstuff price also fluctuates frequently. Thirdly, pig breeding needs relevant technologies, which are not easy for new comers to master.

Xi'an Jinpeng Intends to Lead Domestic Tomato Breeding


Xi'an Jinpeng Seed Co., Ltd. (Xi'an Jinpeng), a prominent tomato seed supplier in China, fully opened an R&D center in early 2012. The R&D center, located in the Modern Agriculture Demonstration Garden of Yangling City, Shaanxi Province, is committed to tomato research and commercialized breeding. When the construction of R&D center was launched in 2010, a new company named Shaanxi Jinpeng Seed Co., Ltd. was formally incorporated in Yangling City, with registered capital of USD1.58 million (RMB10 million), which acts as the special R&D department of Xi'an Jinpeng, according to CCM International’s June Issue of Seed China News.
 
As a private enterprise specialized in tomato breeding and seed production, Xi'an Jinpeng has been facing an increasingly intense competition in domestic tomato seed market, as more and more tomato varieties have been introduced by seed companies both at home and abroad. Relying on the R&D center, Xi'an Jinpeng intends to accelerate tomato breeding process and develop more tomato varieties with great competitiveness.
 
It is understood that Xi'an Jinpeng's R&D center is composed of laboratories of biotechnology, tomato pathology and tomato breeding, 50 tomato planting greenhouses with high standard, a tomato seed processing workshop and a seed vault with low temperature and humidity, totally covering an area of 6.53 ha. (98 mu). At present, tomato breeding experiments are conducted normally in the R&D center. The varieties and combinations on exhibition are attracting large number of vegetable growers, distributors and breeding experts from various places.

Xi'an Jinpeng was founded in 2001 by a tomato breeder: Li Xiaodong who acts as the company's general manager and also the director of Xi'an Emperor Institute of Vegetable which is a part of Xi'an Jinpeng. With a powerful R&D team led by Li Xiaodong, Xi'an Jinpeng has continuously developed a series of tomato varieties with good commodity and excellent resistance to relevant diseases and pests.
 
"Jinpeng 1", Xi'an Jinpeng's pink tomato variety with great tolerance for storage and transportation, has been well recognized by domestic growers. After being planted for over ten years, "Jinpeng 1" still occupies a high market share in northwestern and eastern areas.
 
"Jinpeng M6", another excellent pink tomato variety of Xi'an Jinpeng bred in 2008, presents a great resistance to Meloidogyne. In May 2011, "Jinpeng M6" obtained the appraisal of Crop Variety Approval Committee in Shaanxi Province. Revealed by Li Xiaodong, the planting area of "Jinpeng M6" at home has seen steady growth in recent years.
 
Eyeing the widespread tomato yellow leaf curl virus (TY), Xi'an Jinpeng has successfully cultivated some anti-TY pink tomato varieties since 2010, such as "Jinpeng 10" and "Jinpeng 11". With excellent resistance and fine commodity, Xi'an Jinpeng's anti-TY tomato varieties have been well recognized in the market.
  
"Our existing anti-TY tomato varieties are only achievements of transition," said Li Xiaodong, "and we shall take commodity improvement as the primary objective of tomato breeding: taking into account the disease and pest resistance under the premise of ensuring the commodity of tomato."
 
Mr. Li believes that there are almost no excellent pink tomato varieties at home which can perfectly combine TY resistance and good commodity mainly covering appearance, flavor and nutrition quality. In his opinion, numerous tomato varieties of domestic and foreign companies have been in a tangled warfare, none of which have occupied absolute advantage. However, Mr. Li considers that the status of tangled warfare would not last too long, in view of the increasing efforts of breeders in tomato variety improvement.
 
"Tomato growers have gained more and more experience for preventing and controlling TY, and thus the resistance to TY would not be so important for tomato breeding in future," said Mr. Li.
 
In course of development, Xi'an Jinpeng's biggest obstacle is the infringement from other illegal operators, rather than the great competitiveness of multinational seed companies. Some tomato seeds of Xi'an Jinpeng like "Jinpeng 1" and "Jinpeng M6" have suffered infringement in varying degrees, which has caused great loss to Xi'an Jinpeng. According to Mr. Li, the company wishes more protection over intellectual property rights from the government in future.
 
As for the competition between domestic and foreign companies, Mr. Li considers that it is also a mutual promotion. While crowding domestic seed players, multinational seed companies have brought abundant germplasm resources and advanced management concepts to domestic counterparts.

At present, Xi'an Jinpeng mainly markets tomato seeds in the north part of China. The company still has a weak development capability for the market of southern areas mainly covering Guangdong, Guangxi, Fujian and Hainan. Revealed by Mr. Li, Xi'an Jinpeng has not bred appropriate varieties for southern areas and it will increase corresponding R&D efforts to develop southern market.

Commercial Breeding System to be Developed in China

Great changes are occurring in China's seed industry at present, while the core of industry transformation lies in the establishment of a commercial breeding system. The State Council issued the Suggestions for Accelerating Development of Modern Crop Seed Industry (the Suggestions) in April 2011, primarily to promote the commercial breeding capacity of seed companies, according to CCM International’s February Issue of Seed China News.
 
Most crop breeding resources covering talents and germplasms have always been concentrated in crop research institutes and agricultural universities, which have played the key role in breeding new crop varieties. Seed companies usually rely on buying variety patents from crop research institutes or agricultural universities, for the profits in seed production and marketing.
 
The traditional breeding system led by crop research institutes or agricultural universities has been based on China's scientific research system. On the one hand, the traditional breeding system has held the whole seed industry in China for a long time, or even caused far-reaching impact on China's agriculture. On the other hand, the relatively low breeding efficiency derived from the scientific research system has already become a restraining factor for the fast development of China's seed industry.
 
Compared with multinational group's large-scale and standardized commercial breeding procedure, domestic crop breeding mainly completed by research units is usually in small scale, lacking sufficient resource sharing and lagging behind the real market demands to a great extent. Objectively speaking, domestic research units' breeding programs in project team have cost substantial amounts of money from the government, but they haven't produced sufficient varieties with great commercial value.
 
There have been a large number of crop research institutes and agricultural universities committed to crop breeding or improvement. However, many breeding programs in project team are for the purpose of paper publication or eventual variety registration, rather than commercial achievements. Over 1,000 new crop varieties are released in China each year, but not more than 10% of the varieties have commercial value. In a sense, social and public resources to support research and breeding programs have been seriously wasted by research units.
 
It is believed that China's traditional breeding system under the scientific research system does not meet the requirement for industry development and market competition. Therefore, the commercial breeding system with high breeding efficiency and great contribution to support seed industry should be established in China. 

According to Liu Shi, a professional manager in seed business and the former CEO of Longping High-tech, there should be three major differences between the commercial breeding system and the traditional breeding system. Compared with the traditional breeding system, the commercial breeding system is oriented by market demand, closely integrated with seed industry, owning a sharing mechanism for information and breeding resources.
 
Zhang Shihuang, a domestic famous expert in corn research and breeding, believes that there should be four major characteristics for commercial breeding: specialization, large scale, intensification and informatization.
 
According to Li Shaoming, CEO of Beijing Gold Agriculture Seed Industry Science Co., Ltd., the commercial breeding system is involved in activities of continuously creating new varieties with commercial value to meet market demand.

In Sept. 2011, a delegation led by Seed Administration Bureau, Ministry of Agriculture paid a visit to some seed companies in the U.S., like Monsanto, Pioneer, etc. After the visit, the delegation considers that domestic seed companies should learn the advanced experience from the counterparts of the U.S. in developing commercial breeding. It is necessary for domestic seed companies to extend industry chain and develop commercial breeding in an assembly line.
 
It seems that seed companies should take the charge to develop commercial breeding, as research units have been difficult to breed from the consideration of commercialization. However, it is also not easy for seed companies to set up commercial breeding system in a short time due to their weak R&D ability. Therefore, there is still a long way to go before the real commercial breeding system is set up in China.

No. 1 Central Document of 2012 Focuses on Agricultural Technology

On 1 Feb. 2012, a high-profile policy, namely the No. 1 Central Document of 2012 (the Document), was jointly issued by the Central Committee of the Communist Party of China and the State Council, which aims to encourage the development of both frontier agricultural technologies and basic research so as to maintain the sustainable growth of agricultural industry. It is predicted that the total investment in agricultural field this year will continue to exceed USD158.48 billion (RMB1,000 billion), based on CCM International’s latest issue of Crop Protection China News.

The main contents of the Document are considered to be almost the same as the result predicted by domestic experts at the end of 2011. The Document is the ninth consecutive No. 1 Central Document in China to focus on agricultural issues in the past nine years and it is the first Central Document for Chinese government to fully deploy works on agricultural technology since the foundation of New China in 1949.

The main contents of the Document totally consist of six parts. According to CCM International, the six parts can be concluded into two main parts, large investment in agricultural technology and integrity of the circulation network of agricultural produces.

Large investment in agricultural technology not only means to largely invest in the development of agricultural technology but also to improve the innovation condition of agricultural technology and cultivate more qualified technical personnel.

Aiming to cooperate with the investment in agriculture technology and ensure the leading role of the investment from the Chinese government, the Document promises to ensure a larger growth rate of investment in agricultural technology than that of regular national revenue.

Moreover, the Document emphasizes on the innovation of agricultural technology, especially the innovation in seed industry. It will continue to increase the investment in the research on public welfare and basic research in seed industry. It encourages experts and researchers in research institutes and universities to pay more attention to the research on the cultivation of new breakthrough species.

It also promises to set up a new commercial breeding system based on seed enterprises as soon as possible and encourages domestic enterprises with strong competitiveness to enter seed industry through M&A and investment in seed enterprises.

GM seed industry which has been mentioned in the No. 1 Central Document of 2011 has been brought back to the table again in 2012. With coming large investment in GM seed breeding research, the Document requires that a batch of significant and basic theories and technologies in GM seed breeding shall be achieved in the next few years.

At last, the Document also refers to the integration of circulation network of agricultural produces in 2012. Owing to some serious unsalable cases of agricultural produces in recent years, Chinese government decided to further perfect the circulation network in the whole country and set up a new sales model based on effective connection of production and consumption of agricultural produces.

Although the Document has expressed the Chinese government's determination to develop agricultural technology, a tickler still bothers it at present. Fewer and fewer farmers are willing to do planting, which causes large areas of farmland uncultivated. Furthermore, with the fast development of urbanization, China's farmland has been decreasing rapidly in the past decades. Rousing up the planting enthusiasm of farmers is becoming one of the most important tasks for Chinese government, and it is predicted to be very tough in the future.

Technology Feeds China

Enhancing the development of agricultural science& technology is the major focus of China's first central document of 2012. The document reveals that China will accelerate the reform of agricultural science&technology system and enhance the innovation of agricultural science&technology, aiming to safeguard food security in China, according to CCM’s January issue of AgriChina Investor.

The first central document of the year, also known as the "No. 1 Document", is issued annually by the Central Committee of the Communist Party of China and the State Council, the Cabinet.

Before the release of the "No. 1 Document", the Ministry of Agriculture had issued the 12th Five-Year Plan (2011-2015) on Agricultural Science&Technology (the Plan) in late Dec. 2011. "The Plan" serves as the guideline for China's agricultural development in the next five years. According to the Plan, the major tasks in the coming years include innovation of the seed industry, transformation of achievements in scientific research, etc.

"The fund needed will be guaranteed. In the next ten years, China will invest over USD 475 billion (RMB 3 trillion) in agricultural science& technology." said an insider from the Ministry of Agriculture.

The aims of the "No. 1 Document" and "the Plan" are to safeguard domestic food security. China's grain output hit 571.21 million tonnes in 2011, up 24.73 million tonnes, or 4.5% over 2010, representing the eighth consecutive year for increased grain production, as shown in the figures from the National Bureau of Statistics of China. However, China faces heavy task for food security because of the decrease of farmland and the soaring food demand.

Statistics show that China's cultivated land decreased from 130 million ha. in 1995 to 121 million ha. in 2010.

With the limited sources, the effective way to safeguard domestic food security is to increase the per unit area yield through the investment in agricultural science& technology, especially in seed innovation.

China's grain per unit area yield has witnessed big increase in the past decades due to the application of improved seeds and the input of chemical fertilizers and pesticides. However, the grain per unit area yield is still very low compared with those in some developed countries. There is still big room for the increase of grain per unit area yield.

There is a saying in China, "Agriculture feeds the nation, and seed feeds agriculture". It is believed that the application of improved seed varieties is the best way to increase grain per unit area yield. Actually, before the "No. 1 Document" of 2012, China has already paid close attention to the seed industry and issued a series of policies in 2011.

On 18 April 2011, the State Council released the formal "Suggestions for Accelerating Development of Modern Crop Seed Industry" (the Suggestions) to enhance the development of domestic seed industry.

According to the Suggestions, research institutes and universities should focus on the basic researches in the future, such as the collection and conservation of crop germplasms, the breeding theory, the GM technology, etc. It also encourages the cooperation between research institutes and seed companies, and research institutes should share their germplasm resources and research achievements with seed companies.

At present, most of the crop varieties in China are developed by research institutes or universities. Most seed companies pay little attention to the breeding of new varieties. They usually try to buy variety patents from research institutes or universities, which is not good for the long-term development of seed companies. The Suggestions shows the intention of Chinese government to change this status.

As for GM crops, although there is much controversy over the commercialization of GM crops (China issued biosafety certificates for GM rice and GM corn in late 2009, but no staple crop has achieved commercialization yet), Chinese government attaches importance to GM technology and has invested a lot of funds in the development of GM technology.

At present, GM crops are mostly insect-resistant and herbicide-tolerant. It is expected that China will also focus on GM crops with high yield and quality. "China should enhance the development of GM crops, such as GM corn, to ease domestic supply pressure," according to an insider from the Ministry of Agriculture recently.

Besides the development of seed industry, "No. 1 Document" and "the Plan" also pay attention to the mechanization of agriculture. "The Plan" reveals that mechanization farming of major grain crops in China should increase to 60% by the end of 2015 from about 52% at present.

Chinese government has been continuing the trend which started from 2004 of tackling rural problems in its first annual document, and the first document of 2011 focused on water infrastructure construction.

China Exploring Overseas Markets on Hybrid Rice

China leads the world in breeding technology of hybrid rice with a large number of seed companies producing hybrid rice seeds. As domestic hybrid rice seed market tends to be saturated, some prominent companies are striving to enter foreign market, with great support from the government. It is believed that developing countries in Asia, Africa and Latin America shall become the emerging markets for China's hybrid rice companies, according to CCM’s December Issue of Seed China News.

Under the "Guidance for Promoting the International Development of Strategic Emerging Industries" (Guidance for Emerging Industries) issued in Sept. 2011, domestic seed companies are expected by the government to explore the emerging markets in Asia, Africa and Latin America. China's companies are encouraged to build production and demonstration zones in foreign countries and strengthen the overseas promotion for new crop varieties.

On 25 Dec., 2011, China National Rice Research Institute (CNRRI) cooperated with a local hybrid rice company to establish the ASEAN Rice Seed R&D Center in Guangxi Zhuang Autonomous Region (Guangxi), Southwest China. The new R&D center is committed to cultivating new hybrid rice varieties for local areas and Southeast Asian countries.

For the Southeast Asian countries such as Vietnam, Philippines, Indonesia, Thailand, with similar climatic conditions as the rice planting areas in the south part of China, could directly introduce hybrid rice varieties from Guangxi for trial planting.

In recent years, China has gradually enhanced the promotion of hybrid rice in foreign countries. A series of hybrid rice aid projects have been launched in other developing countries such as Pakistan, Indonesia, Philippines, Bangladesh, Uzbekistan, Guinea, etc.

With breeding stations or demonstration sites, China's hybrid rice is gradually recognized in foreign countries. For example, over 10 hybrid rice production demonstration sites have been built in Guinea, producing over 500 tonnes of rice seeds in 3,530 ha. rice planting areas now. It is understood that Madagascar already introduced over 30 hybrid rice varieties from China for trial planting.

Although the exports of hybrid rice seeds have constantly increased in recent years, the export destinations are only limited to a few countries such as Bangladesh, Myanmar, Philippines and Guinea, with a low level in both export volume and value.

Some industrial insiders believe that it would be a good strategy for domestic companies to establish hybrid rice demonstration zones in overseas countries, aiming to expand the local seed markets in the long run. For most African countries without strong sense of improved varieties, it may not easy for domestic companies to directly distribute hybrid seeds there. After demonstration and guidance, local farmers would be more receptive to improved varieties and fine seeds.

Encouraged by the government, some leading hybrid rice companies are actively exploiting overseas markets. For example, Longping High-tech is leading a Sino-Indonesian hybrid rice program, aiming to develop the best hybrid rice variety for Indonesia. Besides, the company also has a hybrid rice R&D center in Philippines which is committed to developing excellent hybrid rice.

Winall Hi-tech, another leading hybrid rice company, is striving to expand the hybrid rice market in Southeast Asia, with seed export business mainly covering Pakistan, Indonesia, Vietnam, etc. Actually, Winall Hi-tech is one of the key players exporting hybrid rice seeds to Southeast Asian countries.

With the increasing influence of hybrid rice worldwide, a number of overseas countries, especially those in Asia, Africa and Latin America are hoping to introduce hybrid rice technology from China. There should be a huge market space for hybrid rice seeds, as the coverage rate of hybrid rice is still very low in most foreign countries.

It is believed that the developing countries in Asia, Africa and Latin America which have maintained close relationship with China for years would provide a great platform for Chinese seed companies to achieve the internationalization in future. Of course, the talent resources and breeding techniques must be fully enhanced before domestic seed companies really lead the overseas hybrid rice markets.
