China's cyclamate export: volume drop in Jan.-Nov. 2013

Data from China Customs showed that the average export price of China's cyclamate witnessed an increase to USD1,932/t in the first eleven months of 2013, but at the same time, its total export volume decreased by 4.3% YoY from 24,526 tonnes in Jan.-Nov. of 2012 to 23,480 tonnes in Jan.-Nov. of 2013, according to Sweeteners China News issued by CCM in January.

The export price increase was one important reason for the export volume decrease of China's cyclamate in Jan.-Nov. 2013. In fact, price advantage is the most useful weapon for cyclamate to compete with other sweeteners. However, RMB appreciated rapidly in 2013. For example, according to the People's Bank of China, the RMB/USD exchange rate was 6.2897 on 4 Jan. 2013, but it decreased to just 6.0969 on 31 Dec. 2013. As a result, the export price of China's cyclamate also increased in the same period. Thus, overseas downstream enterprises had to pay higher price for the same quantity of China's cyclamate, which reduced their import enthusiasm.

Meanwhile, China's cyclamate began to face more competitions from other high intensity sweeteners (HIS) in overseas markets, putting pressure on China's cyclamate export. It is reported that downstream enterprises in Argentina, the second largest destination of China's cyclamate exports in 2012, preferred stevia sweetener in 2013. For example, Coca Cola launched its "green cola" containing stevia sweetener. Argentinean downstream enterprises' preference for stevia sweetener could be the reason for the significant YoY decrease in the export volume of China's cyclamate to Argentina in 2013.

It is predicted that the total export volume of China's cyclamate will decrease in 2013, and domestic cyclamate producers may have a negative prospect in 2014. Actually, it is estimated that the demand for China's cyclamate from overseas market has been falling in 2013, compared with that in 2012. Data from China Customs showed that only the demand for China's cyclamate from Europe witnessed a slight increase in Jan.-Nov. 2013, while that from other continents declined to varied extents in the same period. At the same time, the appreciation of RMB will not have a significant change in the future, which means China's cyclamate will further lose its price advantage. Based on the above negative factors, domestic cyclamate producers have to plan for their future development.

Healthcare products will promote functional sugar industry


It is believed that domestic healthcare product industry (including nutrition and health food) will provide great platform and opportunities for domestic functional sugar industry in future, according to CCM’s October issue of Sweeteners China News.
  
On 11 September 2012, the Nanfang Daily reported that the sales value of domestic healthcare product industry reached about USD102.5 billion in 2011. Besides, domestic healthcare product industry is at a stage of rapid development now with the annual growth rate of sales volume of 20% before 2015. Meanwhile, the Chinese government pays more attention to drive the development of domestic healthcare product industry. For example, in the 12th Five-Year Plan of Food Industry of the Chinese government, the production value of domestic healthcare product industry will reach about USD157.2 billion before 2015. Besides, Chinese government plans to launch a series of regulatory measures to ensure the healthy and rapid development of healthcare product industry; such as Health food supervision and management regulations to be launched in coming months by State Food and Drug Administration. Healthcare product is one main downstream product of functional sugars, thus the demand of functional sugars from domestic healthcare product industry will increase in coming years.
  
The rapid development of domestic healthcare product industry will lead to the rapid output increase of functional sugar in future. In fact, the output volume of some functional sugars had increased with different degrees in the past years (FIGURE), mainly attributed to the increasing demand from domestic healthcare product industry and food industry. In detail, these functional sugars include malto oligosaccharide, isomalto oligosaccharide, fructo oligosaccharide, erythritol, crystalline fructose, xylitol, isomaltitol, etc. 

According to CCM's survey, three leading functional sugar producers in China (TABLE), namely Baolingbao Biology Co., Ltd. (Baolingbao), Shandong Futaste Pharmaceutical Co., Ltd. (Shandong Futaste), Shandong Longlive Bio-technology Co., Ltd. (Shandong Longlive), agree that domestic healthcare product industry will promote the domestic functional sugar industry.
  
It is predicted that healthcare product industry will be a very important downstream for functional sugar industry in future. The three companies show great confidence in the development of domestic healthcare product industry. They all expressed that with consumers' rapidly increasing health attention and the improvement of people's living standards, the demand of healthcare products will also increase and the healthcare products will become popularized in every age group. Moreover, they revealed that they will pay more attention to develop clients from healthcare product industry. For example, Baolingbao has a planned function sugar project to meet various needs from healthcare product producers in future: a new production line of galacto oligosaccharide with the capacity of 5,000 t/a.
 
Since the three companies have different products, they don't worry about that competition will be more intense. In fact, healthcare product producers will give priority to the functionality of functional sugars when they select the appropriate functional sugars, which is helpful for the rapid and healthy development of domestic functional sugar industry. In the meantime, domestic functional sugar producers will focus on their current own product in future to avoid  the homogenization of competition. For example, Shandong Longlive said that the company will focus on the development of its current oligosaccharide products.

Domestic stevia sweetener market may develop slowly in future


Domestic stevia sweetener market developed at a slow speed during past years, and it is predicted that this trend will continue in the near future, according to CCM International’s August issue of Sweeteners China News.

In fact, China is the biggest production country of stevia sweetener in the world, with capacity and output coming to 20,400t/a and about 3,500 tonnes respectively in 2011. From 2007 to 2011, the capacity posted a CAGR up to 35.1%, and the output also grew at a CAGR of 21.8% due to the rapidly developing oversea stevia sweetener market. However, the domestic stevia sweetener market has not developed as rapidly as expected. For example, the consumption volume of stevia sweeteners was about 720 tonnes in China in 2011, only with a CAGR of 4.6% during 2007 to 2011. Moreover, the stevia sweeteners consumed in China are low-purity in general, since their price is lower than that of high purity.

 Three main reasons may explain why domestic stevia sweetener market developed at a slow speed during the past years.  

Actually, because of the strong demand from abroad, many domestic stevia sweetener producers focus on the oversea market, which can be reflected from the export volume of stevia sweeteners: China exported about 80% of its total output of stevia sweeteners in 2011. Besides, some new players of stevia sweetener industry are also attracted by the strong demand from abroad. For the latest example, Hunan Weijia Biotechnology Co., Ltd, a plant extract producer in China, signed up a stevia sweetener project with capacity of 500t/a in March 2012. And the company expressed that the project is for meeting the strong demand from overseas stevia sweetener market. Thus, the promotion of stevia sweeteners from domestic stevia sweetener producers isn't enough currently. And the popularity of stevia sweeteners is low in downstream (food and beverage) companies and consumers in China, which further leads to the small consumption.  

Besides, according to an insider from GLG Life Tech Corporation (GLG), one major stevia sweetener producer in China, domestic downstream companies tended to choose high intensity sweeteners (HIS) with low price during the past years, such as cyclamate, acesulfame-K and aspartame. In fact, according to CCM International's Price Update, the average ex-factory price of  steviol glycosides (RA95) has been higher than those of other HIS in China, and its latest quotation was USD133,363/t in June 2012. In addition, according to CCM International's investigation, the total consumption of cyclamate, acesulfame-K and aspartame was about 27,300 tonnes, accounting for 90.9% of the national HIS consumption in 2011, while the consumption of stevia sweeteners was only about 700 tonnes.  

At last, the government hasn't attached great importance on the development of domestic stevia sweetener industry. According to GLG, the company has enjoyed some preferential policies issued by the government only because it is a high-tech enterprise and owns patents of stevia seeds, while the government hasn't launched any preferential policies specifically for stevia sweetener industry during the past years. Thus, some small-scaled stevia sweetener producers may even have no chance to enjoy the preferential policies at all.

In fact, combined with consumers' growing awareness of natural and safe foods in many countries, the room for stevia sweeteners' demand increase will be huge in future. However, due to the demand from oversea market may continue to increase and the price of stevia sweeteners may still be too high for domestic downstream industry, the domestic stevia sweetener producers may remain their focus on overseas market while neglect domestic market, which may go on bringing negative impact to domestic stevia sweetener market in the near future.

Overview of Neotame in China

Though neotame is a globally patented product of NutraSweet Property Holdings, Inc. (NutraSweet), still a few neotame producers are operating in China. And according to CCM's investigation, some neotame producers improve production technology or expand capacity in order to explore domestic and oversea market after 2013, when the patent of neotame expires, revealing in the September Issue of CCM’s Sweeteners China News.
As a high intensity sweeteners (HIS), neotame has been approved to be used in food and beverage by the Ministry of Health of the People's Republic of China since October 2003. So far, it can also be used in all kinds of food and beverage without maximum dosage, while most HIS can only be applied within a maximum dosage, such as saccharin, cyclamate, sucralose, acesulfame-K, etc.

Neotame has been produced in China for several years, but only 10 neotame manufacturers are operating at present, most of which are small-scaled ones. According to some neotame makers, their major sale comes from domestic market. And neotame is applied in food and beverage or as a raw material of complex additives. However, in correspondence with CCM's investigation result, a few domestic neotame producers have started exporting through distribution. In order to get rid of the patent restriction, their exported neotame has to be renamed, as some insiders revealed.

At present, most neotame producers manufacture neotame 8,000 times sweeter than sucrose, which is quite preferred among their customers. However, some producers make neotame with lower sweetness—diluted neotame—only 7,000 or even 200-400 times of sucrose's. For example, a domestic producer expressed that it applies crystalline glucose as carrier to produce low purity neotame.

The price of domestic neotame may arrange from about USD85,030/t to USD100,490/t, while the price of imported one reaches a much higher USD618,400/t at present. In consideration of this, some Chinese food processors choose domestic neotame in production.

However, though the price of domestic neotame is much lower than that of imported one, the quality of most home-made product is very close to the latter on the palate thanks to similar techniques, a point shared by some distributors of imported neotame in China. For instance, a distributor of NutraSweet said that the only substantial difference between domestic and imported neotame lies in that imported neotame is produced by regular producers with global patent.

In fact, the development of domestic neotame industry is under restriction of neotame's global patent. On one hand, domestic neotame is mainly consumed by small downstream producers, whose awareness of intellectual property is rather weak, while large-scale food processors rarely use it. Compared with other HIS, the downstream application of neotame is still narrow. Moreover, it is difficult to use the name "neotame" to export domestic neotame.

Since global patent of neotame will expire in 2013, domestic neotame producers are attracted to improve their production technologies or expand capacity in order to explore domestic and oversea market. For example, a manager of a main neotame producer located in Qingdao said that the company planned to expand its capacity of neotame from H2 2011, which serves as a preparation for increasing its market share upon the expiration of neotame patent. For another instance, a manager of  a neotame producer located in Ji'nan confirmed their determination to do the same thing.

Most domestic neotame producers believe in their better development after 2013, when they can output and sell more products in domestic and oversea market without any worry. Luckily, it is estimated that the price of neotame may rise thanks to future demand increase.

A domestic producer predicted that if NutraSweet doesn't cut down the price of its neotame, domestic neotame may take up 80% of global neotame market due to its price advantage. What's more, domestic producers are very likely to continue expansion, even some other companies may join in the production to take a bite.
