HFCS and corn starch expected to get listed as futures in China

State Development & Investment Corporation (SDIC), a state-owned investment holding company directly under the central government, announced on its official website that its holding company named SDIC CGOG Futures Co., Ltd, became a member of China Starch Industry Association (CSIA) in July 2013, in order to assist Dalian Commodity Exchange (DCE), one of the four futures exchanges in China, to promote the listing of high fructose corn syrup (HFCS) and corn starch as futures. SDIC expressed that HFCS and corn starch were the two key varieties under DCE's current research to become futures. If HFCS and corn starch can become futures, it will bring more opportunities than challenges to domestic producers of these two commodities.

HFCS and corn starch becoming futures will have a positive effect on setting the benchmark prices of these two products in China. At present, China has no authoritative benchmark prices of HFCS and corn starch, which means that prices of these two products vary with producers. Because of the intense competition in these two industries, most domestic HFCS and corn starch producers always apply the "low-price strategy", even some producers continuously decline their products' prices, weakening the bargaining power of domestic HFCS and corn starch producers. Under this situation, the market price of HFCS and corn starch in China are irregular at present. The futures price of HFCS and corn starch can be used as their authoritative benchmark prices, which is believed to strengthen the bargaining power of domestic HFCS and corn starch producers.

Besides, according to Zhou Bo, a member of DCE, HFCS and corn starch becoming futures will be beneficial to domestic HFCS and corn starch producers and domestic downstream enterprises. The hedging function of futures can ensure both HFCS and corn starch producers and domestic downstream companies lower risks and more profits. Domestic producers can adjust their production plans and sales strategies according to the futures prices, and downstream companies can adjust their purchase volumes at the same time.
For domestic HFCS and corn starch producers, if they want to take part in futures exchange, they need to acquire relevant qualification after the listing of HFCS and corn starch are approved. It is worth mentioning that the raw material supply and quality assurance period jointly determine that the range of production and sales is not large. In addition, most HFCS producers in China follow the "factory direct sales" method. As a result, to acquire the futures checking and acceptance qualification will be a priority for domestic HFCS producers to participate in futures trading.

Moreover, the companies which want to take part in the futures trading of HFCS and corn starch in the future will need relevant futures researcher. An excellent futures researcher will be helpful to improve their anti-risk capability.

If HFCS and corn starch can become futures, it is believed that these two industries will further develop. For one thing, to be futures, more relevant research organizations will bring more information about not only the domestic market but also overseas market, which may affect the futures prices. At present the channel through which producers gather the information mentioned above are confined to a few organizations only, but the situation will be changed after the futures are approved. Also becoming futures will improve the concentration ration of the industries. It is obvious that large producers will more easily acquire relevant qualifications to enter the futures market than the smaller ones, thus, the smaller ones will face more risks than the larger ones. Finally, more small producers will withdraw from the market or be acquired by large ones, and the concentration ration of the industries will increase.

China's Corn Deep-processing Industry Probably Remain being Restrained in 2012

According to the information from the 5th International Corn Industry Conference (the 5th ICIC), held on 22 Sept. 2011 in Changchun City, Jilin Province, China's corn deep-processing industry may still be restrained by governmental policy in 2012, even for a longer time, according to CCM’s October issue of Corn Products China News.

Firstly, corn's consumption volume in deep-processing industry accounts for over 26% of its total consumption volume in 2011. According to Guidance about Promoting the Healthy Development of Corn Deep-processing Industry (the Guidance) published in 2007, the proportion of corn consumption in deep-processing industry among its total consumption shall be less than 26%. However, according to Mr. Sun, secretary general of China Starch Industry Association, corn's consumption volume in deep-processing industry in 2010 reached about 52 million tonnes, accounting for 28.9% approximately in corn's total consumption. Moreover, he estimated that the proportion in 2011 might get higher. Thus, the government will keep regulating and restricting the corn deep-processing industry in order to reduce the proportion to the object proportion in 2012.

Secondly, China's corn witnesses a little short supply situation. In terms of Mr. Fan, deputy general manager of COFCO Agri-Trading & Logistics Limited, corn's output in 2011 is estimated to reach 181.5 million tonnes, and its consumption volume will reach 181.3 million tonnes and the number will probably get higher in 2012. Since the country needs to replenish its national stock, corn's supply and demand relation is predicted to be tight in 2012.

Besides Mr. Li, director of National Animal Husbandry Service and vice chairman/secretary general of China Feed Industry Association, said in the 5th ICIC: if corn's yield per unit couldn't increase significantly in the next five years, the gap between corn's supply and demand in China would reach 15 million tonnes in 2015. But according to the 12th Five-Year Plan of the Development of National Farming, domestic supply of corn, wheat and rice shall completely satisfy their demand at home by 2015. In order to achieve the goal, Chinese government shall focus on how to increase corn's supply and curb its demand. Unfortunately, deep-processing industry is always the target to be restrained first.

Mr. Li also revealed that the government should strengthen the supervision over deep-processing industry, especially fuel alcohol industry using corn as feedstock, which consumes about 5 million tonnes of corn per year currently. He also suggested that foreign enterprises should be restrained to enter into the corn deep-processing industry, otherwise corn's consumption volume will surge.

Based on the above reasons, it's believed that corn deep-processing industry would be probably restrained to step further in 2012. Mr. Sun disclosed that Ministry of Environmental Protection of China (MEP) would carry out environmental examinations on starch, starch sugar, alcohol and organic acid manufacturers, but detailed examination methods will be separately announced by MEP in the future. After the examinations, MEP will disclose the lists of the qualified manufacturers, and the unlisted ones are not allowed to engage in corn deep-production. Besides, MEP will reject any environmental assessment for any new projects, including the reconstructed or expanded ones, refuse to take any application for environmental examination or provide any certificates of compliance for unlisted manufacturers.

In order to facilitate healthy development of the corn deep-processing industry, especially starch industry, Mr. Sun considered the following measures shall be taken in the future.

1 Capacity expansion and duplicate construction at low levels must be put under rigorous control. The mode of capacity expansion must be shifted toward quality and efficiency improvement.

2 Extend industrial chain and develop products with high added values. Varieties of products with high added value must be increased, and the proportion of products with low added value must be reduced so as to avoid disorderly competitions caused by similar product structures.

3 Raise the threshold and limit the access to the industry.

4 Backward production capacity represented by small enterprises must be limited, while advanced production capacity represented by large enterprises should be encouraged. Enterprises with high consumption, huge deficit and poor environmental performance should be shut down to maximize utilization of resources.

5 Investment in science and technology must be increased, and a scientific system integrating industry and research institutes should be established to encourage independent innovation and ensure healthy development of the industry.

6 More attention should be paid to the bio-industry.

China’s Corn Starch is of Great Competitiveness

China’s starch industry has developed fast in recent years with strong governmental support. Owing to overcapacity in starch industry, starch producers have been facing intense competition in last few years.

There are two kinds of starches, native starch and modified starch. Major varieties of native starch include corn starch, potato starch, cassava starch and wheat starch. Native starch industry plays a key role in the development of the whole starch industry, as it is crucial in guaranteeing downstream production like modified starch and related derivatives.

Domestic raw material supply can meet the demand from native starch production except cassava, which is a strong support to improve the competitiveness of China’s native starch industry. Native starch deep processing industry is the most important end user of native starch in China, consuming 15.45 million tonnes of native starch in 2008. Besides, native starch is also used in other downstream industries such as food processing, papermaking and beverage.

With abundant raw material supply and low manufacturing cost, corn starch has become the most important native starch variety in China. The corn starch output had jumped to 14.50 million tonnes in 2008 from 9.00 million tonnes in 2004, with CAGR of 12.66%. With

September Issue Corn Products China News Released

In H1 2011, some kinds of corn products enjoyed good growth. Promising Future of Modified Starch in China

At present, modified starch industry in China situates in a growing stage; it's believed that there's still plenty of room for its further development, according to CCM’s September issue of Corn Products China News.

China's total output of modified starch reached about 1.24 million tonnes in 2010, realizing a 17.4% year-on-year growth. Paper industry and food industry are still the top two largest downstream markets of modified starch in China in 2010 and 2011.

In fact, modified starch industry in China is still not fully developed yet, with a promising future laying ahead. Statistics show that the per-capita consumption volume of modified starch in China was only 1 kg in 2010, while it averaged out at 1.2 kg all over the world, and that of the US reached 10 kg. Thus, the industry in China has great room for development.

Besides, the first national standard for modified food starch will be published in the future, which can promote the further fast development of modified food starch industry.

For the further development of domestic modified starch industry, producers should pay much attention to the development of  proper varieties and expansion of product mix so as to enter a new market and cater to specific demand from customers. Domestic producers should also improve R&D capability so that modified starch industry in China can develop better and faster.

-China's corn starch industry puts on good performance in H1 2011, with some major producers' -gross profit margins seeing a slight increase over H1 2010.

China's Modified Starch Output Posts 17.4% Growth in 2010

According to China Starch Industry Association (CSIA), China's total output of modified starch reached about 1.24 million tonnes in 2010, realizing a 17.4% year-on-year growth thanks to brisk demand. At present, modified starch industry in China situates in a growing stage; it's believed that there's still plenty of room for its further development, according to CCM’s September issue of Corn Products China News.

According to CCM's report Future of Modified Starch in Asia Pacific published in Dec. 2010, China's total capacity of modified starch reached 1.68 million t/a in 2010. Over 30 producers own capacity of over 10,000t/a; among them, only two have the capacity beyond 100,000t/a: Zhucheng Xingmao Corn Developing Co., Ltd. (Zhucheng Xingmao) and Guangxi Mingyang Bio-chem Technology Co., Ltd. (Guangxi Mingyang). It's believed that paper industry and food industry are still the top two largest downstream markets of modified starch in China in 2010 and 2011, so the specifiations of modified starch applicable to be used in both industries are more popular in China than other kinds.

In fact, modified starch industry in China is still not fully developed yet, with a promising future laying ahead. According to CSIA, the per-capita consumption volume of modified starch in China was only 1 kg in 2010, while it averaged out at 1.2 kg all over the world, and that of the US reached 10 kg. Thus, the industry in China has great room for development.

In H1 2011, it's believed that the indsutry also performed well. According to Global Bio-chem Technology Group Company Limited (Global Bio-chem), one of the leading modified starch producers in China with capacity of 80,000t/a in 2011, its sales volume and gross profit of modified starch increased by 23% and 117% in H1 2011 over H1 2010. The increase in sales volume, as explained by the company, is the flourishing market of paper industry.

Besides, a national standard for modified food starch will be published in the future, which can promote the further fast development of modified food starch industry. This first specific national standard for modified food starch can regulate the production and guarantee the product quality. In March 2011, the draft of the standard was approval by a group of experts from Standardization Administration of China, CSIA, some leading producers and so on. Players in the industry are looking forward to the publication and taking effect.

For the further development of domestic modified starch industry, producers should pay much attention to develop proper varieties and expand product mix so as to enter a new market and cater to specific demand from customers. Large and strong global modified starch players have many advantages in the market competition for they are superior in R&D and technology innovation. It's believed that given domestic producers' strengthening of R&D capability, modified starch industry in China can develop better and faster in the future.
