Sept. 4, 2013, the Ministry of Agriculture of the People's Republic of China (MOA) officially issued its meeting minutes, revealing that it has set the deadlines for the withdrawal of three types of long residual herbicides: metsulfuron-methyl, chlorsulfuron and ethametsulfuron from the domestic market.

CABB invests 50,000t/a MCA project and sets up joint venture with China firms


In March 7, 2013, the German company CABB GmbH (CABB) and two domestic enterprises, signed the Memorandum of Understanding (MoU) to establish a joint venture company for the manufacturing and marketing of high-quality monochloroacetic acid (MCA) in Jining, Shandong Province. The two domestic enterprises are Jining Gold Power Co. Ltd (Jining Gold Power) and Jinwei Huasheng Chemical Co. Ltd (Jinwei Huasheng), according to Herbicides China News 1303 issued by CCM in March.
 
The three companies will invest USD160 million (RMB1 billion) in a MCA project with a capacity of 50,000t/a. The whole project is to be divided into several stages. The first stage involves a 25,000t/a MCA expansion project. On March 1, 2013, it has been approved by the Jining Environmental Protection Bureau. In addition to the original capacity, the extension will permit Jinwei Huasheng to reach a 45,000t/a MCA capacity after the first stage.
 
The MCA is an important chemical material used in the synthesis of a variety of products in food, personal care and agrochemical industries. In the herbicides industry, the MCA can be used to make various herbicides synthesis, such as 2,4-D, MCPA, imazosulfuron and glyphosate.

For CABB, this marks an important step both in its strategy to further regionalize its acetyls business and in its global production process. Dr. Martin Wienkenhöver, CEO of CABB said in the MoU: "In Jining we have found Jining Gold Power a very strong partner for an important joint venture supporting the new operation with a secure supply of key raw materials, electric power and professional services." Dr. Uwe Brunk, General Manager of Business Unit of Acetyls at CABB, added: "With the joint venture, CABB will take a place in the world's largest MCA market with reliable, superior-quality products that our customers are waiting for and reliable management and operation. We are thrilled to be able to support our customers' development."
 
On the joint venture plan, CABB will acquire the existing company Jinwei Huasheng, which currently possesses a capacity of 20,000t/a MCA. And then CABB will be the majority owner of the joint venture, holding 67% of the joint venture shares, and the remaining shares will be held by Jining Gold Power and Mr. Yan Donghua (Mr. Yan Donghua is one of holder of Jinwei Huasheng). The joint venture will soon be able to supply high quality MCA with the existing facilities of CABB  and it has also started planning an expansion project to supply an additional 25,000t/a of high-quality MCA whose content reaches 99.9% with CABB's advanced proprietary technology.
 
Zuofei Xiao, Managing Director of Jining Gold Power and current Chairman of Jinwei Huasheng said: "We have found CABB a leading international player in MCA business and a recognized partner with leading-edge technology. We are looking forward to strengthening the international collaboration in our industrial park in Yutai County." Mr. Donghua Yan, current General Manager of Jinwei Huasheng, added: "CABB's support will enable the joint venture to raise its technology to a new level and will help Jinwei Huasheng develop into a leading company for high-quality MCA in Chinese market with activities and moves in the international market."

CABB is a globally leading manufacturer of fine and specialty chemicals and customized products. It is specialized in dealing with and safely handling corrosive materials and complex chemical reactions.
 
Jining Gold Power, founded in 2003, deals in coal, thermal power and chemical raw materials. At present, the company possesses a 30,000t/a caustic soda capacity. In 2012, its total revenue was over USD265.32 million (RMB1.65 billion). Jinwei Huasheng was invested by Jining Gold Powe and Mr. Yan Donghua in 2009.

Paraquat's HS code adjustment may stimulate its export price


Recently, the Institute for the Control of Agrochemicals, Ministry of Agriculture (ICAMA) system updated the ownership of HS code of 40% paraquat solution——the HS code has been brought under the chapter 38 in Customs tariff from the original chapter 29 since Aug.13, 2012, according to the announcement of relative agricultural departments in China. The adjustment of HS code means that the export rebate rate of 40% paraquat solution will be lowered from 9% to 5%. And it will increase the VAT and reduce the profit of paraquat exporters. Accordingly this adjustment may further stimulate paraquat's export price, according to CCM’s September Issue of Herbicides China News.


According to the definition of the Customs tariff, the 40% paraquat solution is a kind of green liquid containing paraquat technical, emetic, corrosion inhibitor and water. In the Customs tariff, organic compounds is classified into the chapter 29 while miscellaneous chemical products is classified into the chapter 38. Before the HS code adjustment, the 40% paraquat solution was considered as a kind of organic compounds and put under the chapter 29 with the HS code number of 2933399022.

In Aug. 2012, the FOB Shanghai price of paraquat TK rised slightly, after the announcement was issued. Accoding to the quotation from the main paraquat manufacturers in China, such as Nanjing Redsun Co., Ltd. (Nanjing Redsun), Shandong Lvfeng Pesticide Co., Ltd. (Shandong Lvfeng) and Hubei Sanonda Co., Ltd. (Hubei Sanonda), the FOB Shanghai price of 42% paraquat TK was USD2,290/t in Aug., 2012, increasing by about USD80/t from that of July, 2012(USD2,210/t).

Explained by a sales manager in Nanjing Redsun, a company with 24,000t/a of paraquat TK (the biggest capacity in China), the price increase of 42% paraquat TK is attributed to the reduction of export tax rebate and the recent demand increase from the market. In other words, Nanjing Redsun increased the price of 42% paraquat TK to offset the profit decrease resulted from the reduction of export rebate.

It's observed that Nanjing Redsun didn't have much opinion on the adjustment but to raise the price of paraquat in response just like other paraquat manufacturers. 

Recently, the sales of paraquat products in Hubei Sanonda has slipped a litttle. A sales manager of the company explained that it is the price increase of paraquat that led to the sales drop.

It's reported by some media that recently there was an argument between some paraquat enterprises and China Customs that whether the HS code of 40% paraquat solution should be classified into chapter 38 or chapter 29.

In early July, 2012, the Ministry of Agriculture of China issued new regulations on paraquat registration, in a move to follow the official decision of restricting paraquat SL in China. In the new regulation, it defines that emetic, odor agents and colorant should be added into the paraquat solution products. (Herbicides China News 1207: ICAMA implements paraquat restriction)

China Customs considers that because 40% paraquat solution is compounded with emetic, odor agents and colorant, it should be declared under the chapter 38, where the miscellaneous chemical products are classified into.

However, some paraquat enterprises considered that declaring paraquat under the chapter 38 was unreasonable, because the effect of paraquat solution doesn't changed, even though it is added with protective ingredients.

Anyway, this argument has been closed into a conclusion that the HS code of 40% paraquat solution products is put under the chapter 38 from Aug.13, 2012. And the paraquat enterprises should obey the government's decision about paraquat export.
