Vietnam intended to raise the export tariff of multiple minerals

On Oct. 25, Vietnam's medium Th i Báo Kinh T Sài Gòn (TBKTSG) disclosed that Vietnam intended to raise the export tariff on multiple minerals, including phosphorus ore. Besides, the new export tariff on phosphorus ore will rise from 10%-15% to 15-25% and is expected to be implemented this year.

Vietnam's restriction on export of phosphorus ore takes a toll on the international market of phosphorus ore. As for China, the pressure may be exerted on domestic ammonium phosphate producers if Vietnam's ammonium phosphate industry gets a booming development in the future. For the moment at least, there's no intersection between China and Vietnam in terms of phosphorus ore business.

According to data from United Nations Commodity Trade Statistics Database (UN comtrade), India was the main export destination of Vietnam's phosphorus ore in 2008-2011. In 2011, Vietnam exported 586,846 tonnes of phosphorus ore, of which 71.11% was exported to India.

While for India, it seemed it did not rely too much on Vietnam's phosphorus ore. Among India's import of phosphorus ore in 2011, only 8.16% was from Vietnam. Generally speaking, Vietnam's push in this direction is definitely in the best interests of protecting local resources and restricting exports. In the meantime, it would be conducive to developing local downstream phosphorus products like yellow phosphorus and ammonium phosphate.

By the end of Oct. 2012, the capacity of phosphate in Vietnam had increased to 1,370,000t/a, whilst Vietnam's capacity expansion of ammonium phosphate was under way. In Jan. 2012, Vietnam National Chemical Corp. (VNCC) constructed its second ammonium phosphate facility. By 2015, VNCC's capacity of ammonium phosphate is expected to increase to 660,000t/a, which can surely boost the demand for phosphorus ore. In addition, this also can entail sufficient feedstock to supply its booming yellow phosphorus industry.

As the second largest holder of phosphorus ore resource in the world, China has been a net phosphorus ore exporter over these years. Phosphorus Industry China Monthly Report provides you the latest information on company dynamic, industry dynamic, factors impacting the price fluctuation, technology improvement, and supply & demand of China's phosphorus industry.

MIIT to Further Standardize Existing Ammonium Phosphate Producers

In order to completely carry out the previously announced Entry Criteria for Ammonium Phosphate Industry (Entry Criteria) (the details see page 4 issue 1 Vol. 1: MIIT to promulgate Entry Criteria for Phosphate and Ammonium Production), China’s Ministry of Industrial and Information Technology (MIIT) issued Interim Measures of Entry Criteria for Ammonium Phosphate Industry (Interim Measures) on April 18th, 2012, according to CCM International’s May issue of Phosphorus Industry China Monthly Report.

In accordance with the Interim Measures, provincial and municipal branches of MIIT are to pick out the qualified producers (in line with the criterion listed in Entry Criteria) among the local existing ammonium phosphate producers. Then a list of qualified ammonium phosphate producers will be published on the MIIT's official website. In addition, the list will be updated yearly mainly through reviewing the producers of the list and accepting new producers who live up to Entry Criteria.

For those producers failing to be included in the list, it'll become difficult for them to apply for loans from banks, obtain import and export qualification certificates from Ministry of Commerce, and even acquire sufficient electricity to satisfy production needs. Nonetheless, these unqualified producers can apply for entering this list next year as this list is updated yearly.

Obviously, the Interim Measures will drive ammonium phosphate producers to innovate their existing ammonium phosphate facility in line with the Entry Criteria. If ammonium phosphate producers still fail to meet the Entry Criteria at the end of 2013, they will be incapable of maintaining stable production.

In short, the Interim Measures will further promote energy saving and emission reduction and eliminate backward production capacity of phosphate fertilizer. Besides, along with the high cost of entry, it will also accelerate the integration in phosphate fertilizer industry.

CTCSC Continues to Restrain Export of Phosphate Fertilizer

On Dec. 16th 2011, the export tariff of 2012 was finally promulgated by the Customs Tariff Commission of the State Council (CTCSC). In accordance with the new export tariff, it is to loosen the export policy of ammonium phosphate (DAP & MAP) and tighten the export policy of triple superphosphate. And the new export tariff will take effect on Jan, 1st 2012, according to CCM’s January issue of Phosphorus Industry China Monthly Report.

From the new export tariff of phosphate fertilizer, it sees the intention of the government that it will continue to restrain the export of phosphorus resources. In particular, the export tariff of triple superphosphate will rise to 82% in the peak season of 2012.

For ammonium phosphate, its new export tariff is same with that of 2011 basically. Compared with the export tariff of 2011, the difference is that the export price excludes customs duty in the export tariff of 2012. That means the trigger price is raised, which will increase the export price of ammonium phosphate indirectly.

As for triple superphosphate, its export tariff is to be levied as the similar method of ammonium phosphate. Entering peak season (Jan.–May., Oct.–Dec.), it'll be levied an export tariff of 82%. While during the period of slack season (Jun.–Sept.), the export tariff is only 7%.

Obviously, the prime objective of the new export tariff is to strengthen tariff regulation on each variety of phosphate fertilizer. After all, it didn't achieve expectation of decreasing export of phosphate fertilizer in 2011.

In the light of the previous export tariff (the details see page 6, Issue 2, Vol.1: Export tariff curbs urea and DAP export in H1 2011) and the export data of phosphate fertilizer in recent two years (2010–2011), there's little suppression on the export of ammonium phosphate actually, but the exports of triple superphosphate and single superphosphate are greatly stimulated (the details see Figure 7: Export situation of prime phosphate fertilizer, Jan.'10–Oct.'11) after adjusting the export tariff of ammonium phosphate. At the end of Oct. 2011, only the export of MAP conformed to the original intention with a decrease of 3.38% year on year.
