Raw material restricting scale economic benefits from industrialization of bio-based materials


In China, starch sugar is the main and almost the only raw material for the production of bio-based materials. When the price of starch sugar maintains a high level for a long time, producing bio-based materials with cheap and abundant straw becomes a potential choice. In terms of the purchasing and storage of straw, its economic benefits are not optimistic. Therefore, using straw instead of starch sugar as raw material would still restrict the scale economic benefits generated from the industrialization of bio-based materials, according to Bio-based  Materials China News 1410 on October by CCM.
Raw material is a significant part of production. Starch sugar is the raw material for many bio-based materials, such as PHA, PBS and PLA. The high price of starch sugar is one of the main reasons for the constant high cost of industrialization of producing bio-based materials through fermentation. As the production capacity of some bio-based materials expands and the release of production capacity maintains in China, the problem of high cost would become severer and severer. Specifically, Zhejiang Hisun Group Co., Ltd. launched a project in Oct. 2014 to expand the production capacity by 10,000 t/a; Guangzhou Kingfa Sci & Tech Co., Ltd. gradually increased its PBS production capacity from 120,000 t/a which was established in 2011 and 2012 (progressively to 200,000 t/a in 2015 as planned); Nanyang Zhongju Tianguan Low Carbon Technology Co., Ltd. expanded its production capacity of polypropylene carbonate (PPC) to 100,000 t/a in June 2014.
Using high-priced starch sugar as raw material in the large-scale production of bio-based materials can not effectively reduce the cost of bio-based materials. Therefore, substituting the high-priced starch sugar with low-priced straw is a new choice for bio-based material manufacturers. As the technology of producing bio-based monomer or bio-based materials with biomass like straw improves (for example, producing bio-based ethyl alcohol and lactic acid through the fermentation of straw), bio-based material manufacturers are competing to exploit straw. Besides, severe weather like haze happens frequently. So the government strictly forbids burning straw. In this way, using straw as the raw material for bio-based materials may usher into an unprecedented development.
In fact, using straw as raw material for bio-based materials may restrict the scale economic benefits generated from the industrialization of bio-based materials. The lightweight straw occupies a large area and costs a lot for transportation. These features hinder the recycling, purchasing and storage of straw. Statistics has it that the annual output of straw in China exceeds 600 million tonnes, but the straw is distributed in dispersed areas, covering eight areas such as Northeast China and the middle and low reaches of Yangtze River. What's more, in recent years, it was more difficult to recycle straw due to the insufficient labor force in rural areas (a lot of farmers take jobs in the cities), which brought about high recycling costs to enterprises. Hence, low economic benefits can be gained from using straw as raw material for bio-based materials. Besides, domestic enterprises can hardly make technological breakthroughs in the production of bio-based monomer and bio-based materials with the fermentation of straw. It seems that it is not the right time for straw to develop as raw material for bio-based materials. 
With the high price of starch sugar, low economic benefits of straw and stagnant technology of raw material transformation, at present, the scale economic benefits generated from the industrialization of bio-based materials in China is still restricted by the raw materials

Draft Rules for Infant Formula Processors Launched

According to Dairy Products China News 1309 issued by CCM, on 2 August, the China Food and Drug Administration (CFDA) issued the draft revised version of the proposed Detailed Rules for Infant Formula Processor Approval for 2013 to solicit opinions from the dairy industry and the public (the previous version was issued by the General Administration of Quality Supervision, Inspection and Quarantine and took effect from 1 November 2010). The period for receiving comment on the revised draft lasted for 13 days and closed on 15 August. Compared with the old version, the new draft is more specific and includes some new regulations, aiming to increase the requirements for infant formula processors in production and management aspects. Some new regulations are notable:

• Food safety management. Processors are required to implement Hazard Analysis Critical Control Point (HACCP) and Good Manufacturing Practice (GMP) systems. Companies are required to set up a quality and safety management department, with full-time managers responsible for the establishment, implementation and improvement of the company’s food safety and quality system

• Raw materials. Processors using raw milk are required to build their own dairy farms, while those using milk powder are required to have a clear, defined and controlled milk source (whether through building their own farms, cooperating with other companies or having firm contractual relationships in place with producers); water supply for processing and cleaning should be purified to meet the quality standards in the Pharmacopoeia of China; processors must make a safety and quality assessment of their raw material suppliers and sign a quality assurance agreement with them, in which both sides must take on responsibility for quality

• R&D capability. Processors should establish an R&D department capable of developing new infant formula products, determining the products’ shelf life, researching potential risk factors in the production process and taking corresponding measures. The department should have no less than 5 researchers, including at least 2 senior engineers or holders of a master’s degree

• Information management. A searchable system should be established to provide information on labelling, packaging, quality standards and factory inspection report for consumers; processors must record data on their operations from raw material procurement through to product sales in order to establish a complete product traceability system

• Storage and distribution. The storage area should have enough space to house all goods in an orderly fashion, including raw materials, finished products, packing materials etc; the warehouse should be able to protect the goods from the effects of the climate; the company should complete data records on materials circulation

In addition to the above aspects, some other regulations are more specific and stricter compared with the old version. For example, in terms of production facilities, the requirements include cleanliness of the production environment, required production equipment and detection equipment, etc. More pieces of equipment are required than before: 13 dry blenders are required instead of 6, for instance, with stricter requirements for these items. This implies processors will need to buy more equipment, so impacting their production costs.

The core objective of the new document is to strengthen management in the infant formula sector and ensure the quality and safety of products, signifying the Chinese government’s determination to promote the development of the local infant formula industry. In line with the requirement for sector consolidation, it will prove much easier for large-scale processors to meet the new requirements in areas such as GMP and R&D than for some small scale processors, which may even lack a technician. Processors are expecting the authorities to provide more details; there is a general expectation that about half of the small scale processors may be eliminated from the dairy market, and more strict regulations will follow.

On the same day (2 August), CFDA issued a list of 128 domestic companies that are qualified for producing infant formula. The list will assist the public to readily identify the producers as a basis for assessing their qualifications and credentials. CFDA said that it will launch a campaign to examine and record information on the infant formula processors as part of its efforts to clean up the industry and standardise product information, and detailed information on the infant formula producers and their products will be published after this campaign. It indicated that some small players are expected to be eliminated in this manner.

TiO2 prices slow their fall and show signs of stability in Jan. 2013


As the Chinese lunar new year is approaching, the future trend of TiO2 prices has become more uncertain. Moreover, with months of price declines, titanium feedstock dealers are prudent to sell their products at the current price. As a result, TiO2 prices are slowing their fall and showing signs of stability in Jan. 2013. The TiO2 price in Southwest China is playing a pioneer role in the adjustment and prices in other places around China are following suit. The rutile TiO2 price in Southwest China is stable in Jan. 2013, alike the previous month. It has been the third month that the rutile TiO2 price in Southwest China hasn't declined further. TiO2 prices in Central China and East China are adjusting to match that in Southwest China and there is a one-month delay after Southwest China's prices are amended. The anatase TiO2 price in Southwest China saw a sequential increase in Jan. 2013, compared with the previous month, while the price in other places around China stabilized. However, because international TiO2 giants have cut prices, imported TiO2 prices are equal to domestic ones.

Therefore, there is still a possibility for domestic TiO2 producers to cut prices. As for titanium concentrate ore prices, all the price curves (including Guangxi Zhuang Autonomous Region, Hainan Province, Yunnan Province and Sichuan Province) became flat in Jan. 2013. Small titanium feedstock dealers, whose products are produced by small titanium feedstock producers, are prudent to sell their products at the current price. The titanium slag price decreased slightly in Nov. 2012 compared with the previous month.

The situation of domestic fluoride chemical industry, 2012


As the raw materials and accessories of organic fluorine industry, metallurgy industry and electronic industry, inorganic fluoride chemical is an important part of fluorine chemical industry. At present, domestic inorganic fluoride industry is still in its infancy. Compared with the international advanced technology, domestic techniques of inorganic fluoride production are still at a low level. Many domestic manufacturers still produce low-end inorganic fluoride products. And there is a certain gap between China and developed countries in technology. In addition, about 60% of the refined product industry (electronic grade fluoride) still relies on import.

In Aug. 2012, most fluorine chemicals were still in sales depression and their prices kept downtrend in China. For example, the prices of 80% fluorite lump and 97% fluorite wet powder were about USD226/t and USD233/t in Aug. 2012, down by 2.21% and 4.99% compared with that in July 2012 respectively. Actually, the sales depression has started since Jan. 2012, and most fluorine chemical enterprises' operating performance had fallen a lot in H1 2012 accordingly. Like Shanghai 3F's total revenues and operating profit in H1 2012 decreased by 40.80% and 83.07% respectively compared with H1 2011.

What's worse, Chinese electronic grade HF industry now has to face a big threat from the EC's anti-dumping policy. On Sept. 6, 2012, EC decided to launch an anti-dumping probe into Chinese photovoltaic exports. The preliminary determination and provisional anti-dumping duty rate will be announced in nine months and the final determination will be announced in fifteen months. Months ago, Chinese photovoltaic industry, a downstream consumer of Chinese electronic grade HF industry, was hit by the US anti-dumping duty and countervailing duty, and as a result it nearly gave up the US market. This time, Chinese photovoltaic industry obviously shows more worries because the EU market accounts for the largest ratio in China's photovoltaic exports. Demand for DHA Docosahexaenoic Acid Products to Be Increasing

China's Azoxystrobin Technical Capacity Will Increase Rapidly
