Potato seed treatment product has broad development prospects


However, at present, domestic seed treatment products are mainly registered for only a few crops, such as corn, wheat, soybean and rice. The number of seed treatment products registered for potato, the fourth largest food crop in China, is very small. With farmers' increasing knowledge of potato seed treatment and the improvement of potato seed treatment equipment, the market for potato seed treatment products has great development potential.

At present, the number of domestic potato seed treatments is too few to meet needs of the market. As of 18 Dec. 2013, there are three companies obtaining the registrations for potato seed treatment products in China, including Syngenta, Bayer and Gansu Huashi Agricultural Technology Co., Ltd.

Moreover, there are only six potato treatment products that have been registered, including two fludioxonil products (25g/L FS), one metalaxyl product (25% FS), two thiamethoxam products (70% ZF) and one imidacloprid product (600g/L FS). These products are used to control black scurf disease (caused by rhizoctonia solani), late blight disease, aphids and grubs.

After years of development, more companies have paid attention to the domestic potato seed treatment market. Therefore, there are some domestic experts predicting that the application of potato seed treatment products will enter a new stage in the next five years and this will promote the rapid and steady development of the potato industry.

China's potato planting area and fresh potato output are the biggest in the world. China's 2012 potato planting area is more than 5.20 million ha. while China's annual fresh potato output is more than 81.54 million tonnes. Inner Mongolia, Guizhou, Gansu, Sichuan, Yunnan, Chongqing and Heilongjiang are the major potato producing areas in China, and the total planting area of these seven regions accounts for more than 70% of China's potato planting area.

The number of potato diseases is more than one hundred, and there are mainly 15 kinds of common potato diseases in China, including late blight, wart disease, scab, early blight, ring rot, bacterial wilt, blackleg, viral disease, bacterial soft rot, dry rot, verticillium wilt, black scurf etc. The late blight, ring rot and viral disease are known as the three major diseases. The main pests to potato are ladybugs, tuber moths, aphids and underground pests such as grubs, mole crickets and cutworms.

Hebei Veyong plans to produce five new insecticide TC


The company didn't reveal the progress for the development of these pesticide products. According to data from the Institute for the Control of Agro chemicals, Ministry of Agriculture (ICAMA), the company has not obtained the registrations of these products yet. As a result, Hebei Veyong is not likely to produce these products in the short term.

These products are relatively new for domestic pesticide industry. According to data from ICAMA, the amount of technical registrations for these products is very small and some even have not been registered in China yet. If Hebei Veyong can launch these products timely, it may gain considerable profits.

By Nov. 26, 2013, there are ten lufenuron registrations in China, including four for technical. Syngenta is the only oversea company that registers lufenuron in China. Besides, Zhejiang Sega Science and Technology Co., Ltd. and Jiangsu Flag Chemical Industry Co., Ltd. registered lufenuron TC in 2012, and Anhui Guangxin Agrochemical Co., Ltd. registered lufenuron TC in 2013.

The amount of fenpyroximate registration has reached 52 by Nov. 26, 2013, with eight for technical. This product is mainly used for the control of red spider in domestic market. The registration of spinosad has reached 28, with six for technical (most are registered in 2012 and 2013). The registration of indoxacarb is very hot in China in recent two years, and the the total registration number of indoxacarb in China has hit 16 by Nov. 26, 2013. It is estimated that Hebei Veyong will face fierce competition for the promotion of this product in the future.

Thifluzamide is a very hot fungicide registered by domestic companies this year. In 2013, four domestic companies registered thifluzamide technical, making the total thifluzamide technical registrations in China to six by Nov. 26, 2013. At present, there is no registration for tolfenpyrad, flufenacet and picolinafen in China yet.

Hebei Veyong is one of the leading producers for abamectin, diflubenzuron and imidacloprid in China. The company has registered 11 pesticides TC in China by Nov. 26, 2013, nine of which are for inesecticide technical.

Lier Chemical may set up a pesticide formulation company

According to Fungicide China News 1312, Lier Chemical Co., Ltd. (Lier Chemical), one of the leading pesticide technical producers in China, recently revealed that the company may set up a new subsidiary for the development of its pesticide formulation business in the domestic market.

Lier Chemical started to explore the domestic formulation market in 2006. At present, the domestic formulation market is of great importance to the company's development. Lier Chemical has been developing its domestic formulation business in recent years, and has earned a reputation in the domestic market. In order to better develop its pesticide formulation business in the domestic market, the company plans to set a new pesticide formulation company.

According to data from Lier Chemical's financial reports, the company's revenue from pesticide formulations was only USD25.13 million in 2010, but it increased to USD42.60 million in 2011, thanks to the acquisition of Jiangsu Kuaida Agrochemical Co., Ltd. in 2010 (Jiangsu Kuaida). (Note: the revenue from pesticide formulations in this article included both domestic and overseas business, as there were no specific statistics for the domestic pesticide formulation business.)

In H1 2013, Lier Chemical achieved great results from its pesticide formulation business. Its revenue from pesticide formulations was USD43.68 million, up by 44.95% year on year, while the revenue from pesticide technical was USD77.31 million, only up by 13.68% year on year.

In addition to the acquisition of Jiangsu Kuaida, Lier Chemical itself has also been strengthening the registration and marketing of new pesticide formulations in recent years, which contributed to the great increase in its revenue.

According to data from the Institute for the Control of Agrochemicals, Ministry of Agriculture (ICAMA), as of Nov. 26, 2013, Lier Chemical has got 54 pesticide formulation registrations in China, of which 18 are fungicides (refers to those registered under Lier Chemical only, not including those registered under Jiangsu Kuaida).

It is worth noting that Lier Chemical has registered an increasing number of pesticide formulations in recent years. It registered 10 pesticide formulations in 2012 and 15 as of Nov. 26, 2013 this year, of which half are fungicides.

At present, many leading pesticide companies in China mainly focus on pesticide technical and their revenues from pesticide formulations are very small. However, it is expected that these companies may pay more attention to the pesticide formulation business, with the steady increase in the domestic pesticide formulation market value and a sharp increase of pesticide formulation export volume.

New Regulations on Pesticide Management to be released before Dec. 2012


Although the accurate releasing date of the highlighted pesticide policy, namely Regulations on Pesticide Management (Regulation), is still not revealed by the Chinese government, Sui Pengfei, an official from the Institute for the Control of Agrochemicals, Ministry of Agriculture (ICAMA), disclosed during the 5th China High-Level Forum on Pesticides held on 25-26 Sept., 2012 that it will be finally carried out before Dec. 2012, according to CCM’s October issue of Crop Protection China News.

Different from the information disclosed by Mrs. Wu Zhifeng, Deputy Director of the Institute for the Control of Agrochemicals, Ministry of Agriculture (ICAMA), during the 3th Environmentally Friendly Pesticide Formulation Processing Technology and Production Equipment Exchange Meeting held on 24-25 April, 2012, Mr. Sui revealed six new modifications in the new Regulation compared with the former one.

1. The new Regulation encourages the innovation of pesticide enterprises, aiming to break the obstacles that restrict the development of pesticide production industry. It allows every enterprise to own the qualification to apply for registration of new pesticide, but not just those designated production enterprises.

2. It plans to draw lessons from the mode of Growth Enterprise Market in domestic stock market to stimulate the transaction of pesticide registration license. Before putting into production, the pesticide registration license can be transferred like stock until it is owned by a pesticide production enterprise.

3. Aiming to solve the problem of overcapacity and promote resource sharing, the new Regulation plans to comprehensively let go of the delegation processing of pesticides.
4. It allows pesticide enterprises which got registration license to transact registration materials to other pesticide enterprises in a bid to speed up the pace of those unqualified pesticide enterprises to voluntarily withdraw from domestic market.

5. Setting up license system of pesticide business, pesticide flow traceability system and pesticide recall system while cutting down the number of 350,000 pesticide stores in China.

6. Greater punishment is made in the new Regulation. Once production license is revoked, the supervisors and the directly responsible personnel of the company can not be engaged in pesticide production within ten years and the government will not accept new pesticide registration application from the involved enterprises within five years.

Actually, another large modification of the new Regulation, namely cancelling the temporary registration of pesticides, which has ever been revealed by Mrs. Wu was not mentioned by Mr. Sui in the six modifications. Even so it doesn't mean that this regulation will not be written into the new Regulation. But on the contrary, it is believed that it has already been written into the new Regulation because of the great ambition that the Ministry of Agriculture of China had to do so.

It is still too early to predict the impact that the new Regulation will bring along after its implementation, however, it is easy to observe from the information released from the official that the new Regulation has strictly stuck to the general direction of the integration and regulation of domestic pesticide industry in the policy carried out in 2010, namely Pesticide Industry Policy.
